What are the responsibilities and job description for the Nuclear Security Expert position at MELE Associates, Inc.?
POSITION SUMMARY
- Communicate strategic policy, operations, and technical goals and objectives to the Director and Sr. Federal staff to ensure necessary coordination.
- Support fast-paced initiatives, that evolve with changing demands from mission partners that provide timely information to U.S. and partner nations’ leaders enabling rapid decision making.
- Assist with crisis management, informing public health and safety, and providing data to support attribution in the event of a nuclear or radiological incident.
- Collaborate with US embassies and neighboring countries to establish diplomatic ties and facilitate communications, in order to streamline procurement, deployment, installation processes, and ensuring adherence to established standards, norms, and protocols.
ESSENTIAL FUNCTIONS
- Provide advice and guidance on CONUS and OCONUS activities to include strategic messaging with the IAEA.
- Assists with coordinating activities to maximize effectiveness of support.
- Provides strategic and technical expertise and analysis to office leadership and staff to assist their planning and decision-making processes.
- Resolves technical, policy, and procedural problems.
- Works to strengthen U.S. national security and energy security objectives by working cooperatively with foreign counterparts and supporting DOE/NNSA programmatic initiatives.
- Provide insights on foreign policy and technical developments.
- Facilitate coordination and cohesion with other CONUS mission partners as well as OCONUS Member States and other countries providing assistance.
- Brief Management and interact at leadership levels; interactions will include working directly with interagency, DOE/NNSA laboratories, and international partners.
- Facilitate negotiations between the U.S. Government (USG) and mission partner countries, to establish frameworks for cooperation, communication, and the potential development of MOU/As.
- Identify, navigate, and comply with international regulations, legislation, treaties, and protocols related to response operations, data collection, and sharing.
- Plan, coordinate, and manage operations with the Crisis Management team, DOE Watch Officers & NNSA Emergency Response Officers, DOE laboratories, and the interagency partners.
MINIMUM QUALIFICATIONS
- Minimum master’s degree and 7 years of related nuclear security, nuclear safety, or emergency response experience or other area within USG exemplifying ability to learn and be effective in executing required responsibilities.
- Familiarity with crisis management, nuclear security, nuclear and radiological risk, and emergency response.
- Ability to manage a diverse technical portfolio of tasks and people.
- Ability to organize and support project management goals.
- Ability to work well in a rapidly changing and often uncertain environment.
- Demonstrated good judgment, professionalism, and ability to work well with people.
- Highly organized.
- Excellent written and oral communication skills.
PREFERRED QUALIFICATIONS
- Experience with the IAEA, US Embassies, DoS, DoD.
- Familiarity with or experience in international emergency response.
- Active DOE Q or DoD Top Secret security clearance
LOCATION: This is a full-time onsite position in Washington, DC 20024, USA. Telework options are available with a requirement to be in the office at least three days a week, based on the level of in-person meetings and office needs.
