Summary:
The Executive Director of Student Programming (EDSP) is a cabinet level position that provides oversight, direct support, feedback, and analysis to all student programming departments including, but not limited to, Education Stations, English Language Learning (ELL) serving as the ELL Director of Record, and METCO while fulfilling all responsibilities of the METCO Director (see below) for the foreseeable future or until the METCO Director position is fully reinstated, at which point would serve as a direct report to the EDSP. The EDSP will also write, monitor, and oversee all Title grants while continuously seeking newly created funding sources to support the creation and development of new opportunities for programming. The EDSP will also support current community partnerships while seeking out opportunities to develop new partnerships.
Qualifications:
- Proven track record of serving students and families of color
- Valid Massachusetts Superintendent/Assistant Superintendent, Principal, or Director license required
- Master’s degree in Educational Administration or related field
- Experience as a district level administrator preferred
- Successful completion of a background check and CORI

Anticipated Start Date: July 1, 2025
Essential Duties and Responsibilities:- METCO: A key component of the METCO Director’s responsibility is the facilitation of the educational and socialization process of METCO students and the establishment of collaboration between parents, students, and the school district. This position requires demonstrated cultural competence reflecting sustained interactions of a caring and dedicated nature in meeting the needs of the diverse METCO community. The METCO Director reports directly to the Superintendent of Schools. Due to the nature of the METCO Program, the position requires a person who is sensitive and experienced in meeting the needs of non-white students/families and who is able to help and guide them to succeed and benefit fully from their educational experience. The MECTO Director will be able to work cooperatively with central office, principals, teachers, and other school personnel and must be able to understand and interpret the needs and challenges of METCO students to faculty members. The METCO Director will be required to provide staff/teacher training on cultural proficiency.
- Fulfill all duties of the METCO Director (until adequate funding to reinstate that position is secured)
- Principle Accountabilities:
- Works collaboratively with METCO Inc.
- Program design, transportation, funding, student recruitment
- Writes and manages the METCO grant including but not limited to, obtaining required district signatures, submitting grant application on time, developing annual budget that prioritizes student outcomes using the GEM$ platform, follows district and city purchasing process and policies, including using MUNIS and creating POs/approving payments for accounts payable, and communicating budget information, categories, and amendments with the business office in a timely manner
- Reports accurate enrollment numbers to the district administrator in order to solidify enrollment numbers to Department of
Elementary and Secondary Education (DESE), by October 1st , March 1st, and the last day of the school year - Updates the Superintendent bi-monthly as to the success and challenges of the program
- Sits on the district’s cabinet, administrative, and academic council teams
- Coordinates all aspects of METCO transportation, including but not limited to:
- Mapping out bus routes to set pick up and departure times
- Makes sure the daily bus arrives and departs on time
- Determines the frequency and number of late bus runs
- Develops strategies for increased funding
- Plans for Advocacy Day with and without students
- Attends monthly meetings at METCO Incorporated (Boston) facilitated by the executive officers of METCO, Inc.
- Actively participates in METCO Director’s monthly professional development seminars for professional growth and development.
- Ensures that the allocated slots are filled each year (currently 130)
- Secures completed student placement files from METCO, Inc.
- Designs and implements parent interview and orientation program.
- Works with families to complete the MPS registration process
- Reviews the paperwork of possible candidates
- Conducts individual interviews with each student and their parents
- Deals immediately and successfully with student concerns and makes students feel welcome at all times
- Provides assistance in obtaining academic remediation/tutoring for any struggling student
- Provides faculty and staff with information regarding social emotional issues, collaborates with faculty to effectively address classroom diversity issues
- Within and beyond the METCO office, consistently reinforces school-wide behavior and learning expectations for all students, and contributes to their learning by sharing responsibility for meeting needs
- Ensures that students and parents are aware of specific academic support programs outside within their respective communities
- Informs parents about how to support the curriculum at home
- Provides context and support to administration and staff that is pertinent to student success
- Communicates respectfully and proactively with parents; is sensitive to diverse family and community values and beliefs
- Provides parents clear expectations for student learning and behavior, and demonstrates belief and structure to help students meet and exceed the standards
- Coordinates METCO parent meetings in Boston at least four times a year and more frequent virtual meetings/office hours
- Meets quarterly with the Friends of Melrose METCO to problem solve and plan program initiatives with the goal of relationship building
- Meets on a regular basis with individual principals to monitor student progress
- Participates in district leadership meetings
- Evaluates all METCO staff according to district process in order to develop each staff member
- Supports and problem solves disciplines issues in conjunction with school administrators
- Provides support to teachers in cultural proficiency, guides schools to achieve a greater level of staff cultural proficiency
- Attends IEP and or parent meetings as requested
- Contributes ideas and expertise to teacher teams, meetings, and committees to support the school district’s mission
- Creates workshops and or curricular lessons for school and or staff regarding diversity issues
- ELL
- Serve as the Director of Multilingual Learning
- Coordinate the district’s English Learner (EL) program to design a coherent EL curriculum that provides ELs with access to meaningful content, skills, and learning experiences stated in the Massachusetts Common Core Curriculum
- Engage effectively with EL families and value and nurture their linguistic and cultural assets
- Supervise and evaluate appropriate content area directors if applicable, EL teachers, instructional coaches if applicable, and other appointed staff
- Ensure ALL multilingual learners (MLLs) receive appropriate programming based on their “can-do” abilities
- Ensure all aspects of ELL programming complies with all state and federal guidelines
- Ensure appropriate staff receive necessary information and development regarding ELL instruction and requirements including the use of ELLevation
- Grants
- Write, monitor, and oversee all Federal Title grants (I-IV) and Metco grant while seeking out other funding sources to support student programming including outside grants and partnerships
- Oversee the district’s professional development monitoring system
- Collaborate closely with district administration to implement best practices that support and develop student programming at all levels
- These responsibilities would include, but are not limited to, budgeting, district technology procedures and policies, professional development and delivery, and other district-wide technology planning as needed

- Strong technology skills, including Google Apps for Education, Microsoft Office, etc.
- Current Massachusetts Superintendent/Assistant Superintendent, Principal, or Director license preferred, administrator license required
- Experience as a district-level administrator preferred
