Manager of HR Applications is responsible for day-to-day management of MHS HR Applications and facilitates various multi-disciplinary teams responsible for operating, updating and supporting all production business applications. Responsible for planning, organizing, managing, communicating, and controlling the analysis, evaluation, design, maintenance, and support of complex and highly integrated computer-based business software and is responsible for ensuring a Memorial Health System integrated plan for all business applications. Works closely with the IS Finance to manage project level fiscal accountability, vendor invoice validation and payment approvals. Considering that Business Applications personnel may be required to work on special projects from time to time, the Manager of Business Applications must be flexible and resourceful in developing alternate staffing plans when appropriate. Develop and maintain the Business Applications department as a center of excellence. Develop strong relationships with business owners and stakeholders across the health system. Develop Business Applications staff to leverage their talents for excellent performance and increase employee engagement. As an IS Leadership team member, the incumbent will work to integrate all activities across MHS and model appropriate behavior as exemplified in the MHS Behavioral Standards and Mission and Values Statement.

- Bachelor’s degree in computer science or other related field is required.A minimum of three to four years previous experience, particularly in areas of business applications management, or similar experience may be considered in lieu of educational requirements. Master’s degree (either MBA or MS) in Business, Computer Science or related field preferred.
- Six or more years experience in Information Technology including project management, advanced support management or other similar experience required.
- Minimum one to two years previous supervisory/demonstrated leadership experience required. Demonstrated management skills particularly in the management of people, hardware, software, and other IT-related resources including budgetary responsibilities are required.
- Demonstrated problem solving skills and ability to consistently exercise sound judgment, initiative and creativity in all circumstances, including very stressful situations and ability to effectively manage competing priorities is essential.
- Demonstrated ability to communicate effectively with all levels of staff both in and outside of IS is essential.
- Demonstrated technical- and business-focused written, verbal and presentation skills required.

- Develop and implement departmental policies and procedures designed to meet customer requirements consistently and appropriately for all areas under direct control. Ability to interpret status indicators to determine appropriate operating condition of systems and software. Indicators may include visual and/or auditory techniques or cues.
- Ability to read and understand technical manuals and other documentation to determine correct action, safety precautions, and other conditions of proper hardware and software operation. Appropriate response to issues identified is essential to promote quick response and resolution of problems by appropriate parties.
- Work varying hours due to the accessibility of individuals or equipment involved in different projects, the need to minimize system downtime or customer interruption, or to recover from hardware or software failures. Must be available to ensure appropriate support of staff and our customers as needed.
- Manage staff schedules to ensure appropriate call coverage as required by our customers. Adjust staffing as necessary in periods of expected peak demand (i.e. following upgrades etc.) as necessary to ensure that issues can be identified and resolved quickly in response to customer requirements.
- Lead support of all business and operations applications to ensure systems are appropriately supported and applications are deployed as necessary to promote staff efficiency and effectiveness. Identify training needs of staff and work with Educational Resources staff to provide information to staff to increase efficiency house-wide. Ensure business resumption plans as supported by senior management are in place and functioning as intended. Ensure adequate downtime procedures are in place and understood by user community in the event of unplanned interruptions.
- Identify areas of improvement and opportunities to further leverage our business applications to ensure we are capturing appropriate metrics for optimal performance. Support customer communities in the creative resolution of problems and ensure system flexibility and availability at all times. Lead post-mortems of unplanned downtime to ensure learning opportunities are captured for continued performance improvement and prevention of similar future events.
- Develop departmental dashboard for performance metrics. Establish baseline indicators and industry best practice benchmarks and action plan for achieving benchmark level performance within agreed upon timeframes.
- Support development and achievement of departmental goals and initiatives in positive constructive manner at all times. Develop and achieve personal goals annually.
- Build strong relationships with customer communities to proactively identify areas for service enhancements throughout IT. Leverage positive relationships with others to continuously support the mission, vision and strategic goals of MHS.
- Follow Health System policies particularly related to contract management and negotiation in relationships under control in this area. Monitor to ensure service levels agreed to with vendors are consistently achieved.
- Participate in the annual budgeting process as required. Monitor and achieve budgeted results and protect the assets of the Health System at all times. Responsible for appropriate and prudent use of financial resources of the department at all times.
- Ensure focus on all audit activities and oversee annual external IT audit on applications reviewed, ensuring follow-up and compliance with agreed upon expectations. Model the way for other areas with regards to policies, procedures and standards as identified by external auditors.
- Work closely with the Project Management Office to ensure flexibility in staffing for key implementations and upgrades to ensure systems are appropriately supported in production and development is seamlessly integrated when necessary to ensure success of both teams. Support flexible staffing whenever possible to allow continued staff development without impact to our customers. Develop creative solutions to ensure uninterrupted service and support of development activities whenever possible.
- Work closely with Application Support and Customer Service Managers as well as rest of Leadership team to develop an exceptional IT training program for new and current IS Team Members. Identify crucial application functionality and processes about which all IS Team Members would benefit from being knowledgeable. Supervise development of excellent documentation and detailed procedures to be shared among the entire IS Team.
- Work closely with Leadership Team to ensure strict adherence to MHS’ HIPAA-, Security- and Compliance-related policies and procedures. Provide leadership in prioritizing these activities amongst Business Applications Team Members in order to guarantee security and integrity of all data within IS’ control.
- Proactively monitor industry development to ensure MHS is positioned to be a leading organization in areas under direct control and throughout IT. Identify creative solutions to problems and opportunities to enhance IT value to the organization. Embrace change to improve results. Expect and require exceptional performance of self and others.
