Manages a range of human resources (HR) functions in program areas such as recruitment, classification, compensation, benefits, employee relations, training and development, diversity, wellness, and Workers Compensation.Responsibilities1. Leads the routine functions of the HR Department while directly supervising the work of HR individual contributors. Ensures subordinates performance objectives and standards are established and monitored on a systematic basis. 2. Manages the talent acquisition process, including recruiting, interviewing, and hiring qualified job applicants. Collaborates with department managers to understand skills and competencies required. 3. Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent. Monitors compensation for all employees to ensure accuracy. 4. Assesses training needs and implements training strategies for employee development. 5. Assists in interpreting and implementing HR policy and practices. Maintains compliance with federal, state, and local employment laws and regulations, and best practices; reviews policies and practices to maintain compliance.6. Assists with the preparation of the annual departmental budget and monitors expenditures to ensure budget adherence. 7. Works cooperatively with HR individual contributors and other personnel to manage and maintain the human capital management system and coordinate payroll activities and HR policies. Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.8. Provides support and guidance to HR individual contributors, management, and other staff when complex, specialized, or sensitive issues arise. Mentors’ management on coaching and disciplining employees. Leads management / employee meetings to resolve grievances and complaints. Requirements EDUCATION - KNOWLEDGE ‑ Bachelor’s degree/equivalent experience in Human Resources, Business or related field. Designation in HR or related discipline preferred. EXPERIENCE – Five (5) years of progressive HR experience with a minimum of three (3) years supervisory. KNOWLEDGE, SKILLS, and ABILITIESKnowledge of federal, state, and local employment laws and regulations. Strong working knowledge of benefit and pension plans, leave and time off plans, talent management, and employee reviews. Excellent human relations and interpersonal and conflict resolution skills, strong emotional intelligence, and empathetic skills. Excellent written and verbal communication, analytical, planning, organizational, and management skills. Ability to prioritize and delegate when appropriate. Ability to act with integrity, professionalism, and confidentiality to be a trusted advisor.
