Program Manager Housing Services

The Program Manager of Housing Services Site is responsible for managing the service operations, staff supervision, and service coordination at Yale and Altamont Apartments. This role ensures the provision of high-quality, supportive housing services for residents with mental health and substance use challenges. The manager will supervise Resident Assistants (RAs) and part-time Peer Recovery Support Specialists (PT PRSS) , providing oversight, training, and support while ensuring adequate staff coverage. Additionally, the Clinical Site Manager will serve as the Point of Contact (POC) for the Healthcare for Homeless Veterans (HCHV) program at Yale Apartments, ensuring program compliance and effective service delivery.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

Staff Supervision & Coverage:

• Provide direct supervision, coaching, and support to Resident Assistants (RAs) and PT PRSS employees.
• Schedule and ensure adequate staff coverage for both locations, addressing any gaps or urgent needs.
• Conduct regular team meetings, individual check-ins, and performance evaluations to ensure professional growth and accountability.
• Assist with hiring, training, and onboarding of new staff members.

Site & Program Oversight:

• Manage the day-to-day service operations of Yale and Altamont Apartments, ensuring a safe, supportive, and well-maintained environment.
• Serve as the primary liaison for the HCHV program at Yale Apartments, ensuring compliance with program guidelines and requirements.
• Develop and implement policies and procedures to improve service delivery and operational efficiency.
• Coordinate with community partners, service providers, and internal teams to enhance resident services and support systems.

Resident Support & Crisis Management:

• Ensure that residents receive necessary support and referrals to maintain housing stability and overall well-being.
• Respond to resident concerns and crises, providing guidance, de-escalation, and intervention as needed.
• Work collaboratively with case managers, clinical teams, and external agencies to address residents' mental health, substance use, and social service needs.

Administrative & Compliance Duties:

• Maintain accurate documentation, reports, and records in accordance with organizational and regulatory standards.
• Monitor compliance with program requirements, including the HCHV program at Yale Apartments.
Assist in developing and managing site budgets, including overseeing resources and expenditures.

KNOWLEDGE, SKILLS & ABILITIES:

• Bachelor’s or Master’s degree in Social Work, Psychology, Counseling, or a related field preferred. Equivalent experience in housing services, mental health, or social services will be considered.
• Minimum of 2-3 years of supervisory experience in a social services, housing, or mental health setting.
• Experience working with individuals experiencing mental health conditions, substance use disorders, or homelessness.
• Strong leadership and problem-solving skills with the ability to manage crisis situations.
• Knowledge of HUD housing programs, supportive housing models, and community mental health resources.
• Ability to work flexible hours, including evenings or weekends as needed.
• Strong written and verbal communication skills.
• Proficiency in Microsoft Office and electronic documentation systems.
• Valid driver’s license and reliable transportation preferred.

WORK CONDITIONS & PHYSICAL DEMANDS:

• Work is performed in climate-controlled office setting, were exposure to conditions of extreme heat/cold, poor ventilation, fumes and gases is unlikely.
• Noise level is moderate and includes sounds of normal office equipment (printers, fax machine, phones, etc.)
• No environmental hazards are encountered in normal performance of job duties.
• Work requires a flexible work schedule due to internal and external meetings. Occasional travel may be required; must have reliable transportation.
• Ability to effectively communicate orally and in writing.
• Physical ability to move 25 pounds occasionally.
• Visual and auditory ability to identify and respond to environmental and other hazards of the site and staff behavior.
• Physical mobility and endurance to perform tasks while standing/walking for long periods of time (60 minutes or more).
• Ability to safely and properly use office equipment.
