The duties that the incumbent of the vacancy will be expected to perform. Duties Description Under the general direction of the Chief Diversity Officer, the Equal Opportunity Specialist 4 will serve as a Deputy Director for the Office of Diversity & Inclusion (ODI) and will direct and oversee the Bureau of Reasonable Accommodations managing the reasonable accommodation program within the Office of Mental Health, language access, and diversity and inclusion programs and initiatives. Specific duties to be performed may include, but are not limited to, the following: • Reports directly to the Chief Diversity Officer and serves as Deputy Director in the absence of the Director of the Office of Diversity and Inclusion. • Provides management oversight and administration of OMH’s reasonable accommodation (RA) program in accordance with federal Americans with Disabilities Act (ADA) regulations.• Directs the coordination of the implementation of diversity and inclusion programs as well as equal opportunity initiatives using inclusive terminology in program and service delivery.• Ensures the consistent application of the Americans with Disabilities Act and the New York State Human Rights Law and Equal Employment Opportunity in New York State-Rights and Responsibilities, A Handbook for Employees of New York State Agencies.• Reports issues to the Director and coordinates the completion of weekly/monthly reports.• Communicates with management staff regarding facility/business area ADA compliance and conveyance resources or materials to achieve and maintain ADA compliance.• Keeps up to date with all new information concerning ODI, RA and ADA responsibilities and legal requirements for the protection of staff.• Consults with Departmental Executives on requests from ODI.• Reviews drafts correspondence and responses to employees regarding reasonable accommodations.• Supervises the subordinate staff assigned.• Plans work schedules and projects.• Trains and evaluates employees in work activities.• Reviews work activities and reports, assist staff in resolving problems.• Prepares and submits required employee performance evaluations and time and attendance reports.• Gathers and analyzes data about the agency’s workforce. Makes recommendations based on findings. • Serves as liaison for ODI on agency committees, task forces, or work groups as assigned by the Chief Diversity Officer.
The minimum qualifications required for this vacancy. Minimum Qualifications Non-competitive: nine years of the experience* in equal opportunity, diversity, and inclusion, or human rights. At least two years of the experience must have been at a supervisory level; OR one year of State service in an equal opportunity, diversity and inclusion, minority business, employment compliance, human resources, or training position allocated at or above Grade 23.*Qualifying experience includes working with organizations concerned with equal opportunity, diversity and inclusion, civil rights, minority business development, or similar programs; or in recruiting, training, and upgrading the educational and job qualifications of protected class members.Substitutions: associate’s degree may substitute for two years of the non-supervisory experience; bachelor’s degree for four years; and J.D. or master’s degree for five years.
