Duties Description Elmira Psychiatric Center is currently recruiting a Residential Program Manager 2 to manage and oversee residential program operations of a State Operated Community Residence (SOCR). The SOCR provides residential housing to individuals with mental illness. Candidates from outside or within State Service can apply.As a Residential Program Manager 2, you will oversee residential program operations to ensure the health, care, and safety of individuals residing at the SOCR, including: • Supervising clinical and direct care staff• Overseeing resident admission and discharge planning• Assesses residential program effectiveness and adjust programming as needed• Responding to crisis and emergency situations during regular and non-work hours

Minimum Qualifications Candidates from outside or within State Service can be considered for hire under the Hiring for Emergency Limited Placement – Statewide (NY HELPS) program as a Residential Program Manager 2 if they have: • Bachelor’s degree, and• 2 years of experience working with individuals diagnosed with mental illness, 1 year of which must have been in a supervisory or administrative capacity and 1 year must have been in a residential setting.ORCandidates from outside or within State Service can be considered for a competitive class appointment if they are reachable on the current Residential Program Manager 2 eligible list.ORCandidates within State Service can be considered transfer to a competitive class position if they have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 70.1 of the Civil Service Law.ORIn accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Mental Health of our intention to conduct a non-competitive promotion examination for the position of Residential Program Manager 2 at Elmira Psychiatric Center.
