Examples of Duties

Duties may include, but are not limited to the following:


Plans, organizes, directs, and coordinates the functions and operations of the Real Property Division.
  • Analyzes, schedules, and directs workload; oversees selection, training, and evaluation of Division staff.
  • Oversee the preparation for appeals hearings; testify in court and before the local Board of Equalization.
  • Acts for the Assessor during the Assessor's absence and when delegated.
  • Assists with the development, interpretation, implementation and adoption of Assessor's Office policies, operating practices, work standards and procedures as they relate to the Real Property Division.
  • Assists with planning in-service training programs; organizes and directs research on economic conditions and trends throughout the county.
  • Coordinates functions of the Real Property Division with other Departments and government agencies.
  • Develops and coordinates electronic data processing procedures which apply to the Real Property Division and preparation of the Assessment Roll.
  • Assists with Department budget preparation and expenditure control; performs highly complex and politically sensitive appraisals; performs a broad range of management and administrative functions.

Minimum Qualifications

Experience:
Five (5) years of progressively, responsible experience in performing professional real or business/personal property appraisal work in a California Assessor's Office. One Year of this experience must have been in a full supervisory capacity.

Education:
Equivalent to graduation from a four (4) year college or university with a major in accounting, business administration, economics, political science, mathematics, agriculture, engineering or a field closely related to professional appraisal work. (Additional qualifying experience in professional appraisal work may be substituted for the required education on a year-for-year basis).

Licenses:
(1) Possess a valid California driver's license at time of appointment and maintain.
(2) Possession of a valid advanced certificate as an Appraiser issued by the California State Board of Equalization.

  • Establish, implement, and achieve goals and objectives; Train, evaluate and supervise staff.
  • Represent the County and Department with the community and other groups; conduct presentations.
  • Administer a budget, personnel and programs.
  • Operate a personal computer and other office equipment.
  • Frequent use of depth perception, peripheral vision and color perception.
  • Frequently lift, carry, reach, push, pull, twist and manipulate large and small objects.
  • Frequent use of hand-eye coordination; Normal dexterity, frequent holding and grasping.
  • Frequent use of data entry device including repetitive hand and arm motion.
  • Occasionally lift and carry up to 40 pounds.
  • Regular attendance is an essential function.
Knowledge of:
  • California revenue and taxation laws and of tax appraisal procedures and standards.
  • Regulations and court decisions affecting tax appraisal; factors involved in valuation of all taxable property.
  • Modern methods, principles and practices of appraising taxable property for assessment.
  • Computer applications to the functions of the County Assessor's Office.
  • Principles, techniques, and practices of effective business and public administration.
  • Budget development and expenditure control.
  • Public personnel management
  • Principles and techniques of effective employee management, supervision, training, and development.

Ability to:
  • Plan, organize, direct, manage, and coordinate the functions of the Real Property Division of the County Assessor Office.
  • Supervise, train, and evaluate the work of staff.
  • Assist with budget development and fiscal control procedures.
  • Coordinate computer applications for real property valuation and assessment roll functions.
  • Coordinate the Real Property Division with other divisions to effectively carry out the mission of the Assessor's Office.
  • Devise and apply specific principles and methods in the appraisal of all taxable property.
  • Summarize and evaluate factors relating to appraisals accurately and equitably.
  • Analyze administrative problems, reach practical and logical conclusions, and institute effective changes.
  • Develop statistical information and prepare a variety of reports.
  • Organize and present ideas through oral communication and writing.
  • Effectively represent the Assessor's Office with the public, community organizations, other County departments, and other government organizations.
  • Establish and maintain cooperative relationships with those contacted during the course of work.
  • Make oral presentations.


HOLIDAYS & LEAVES
MANAGEMENT LEAVE

May receive, depending upon classification, 96 hours per Fiscal Year (prorated for the time remaining in the fiscal year).

VACATION

10 days the first 5 years of continuous employment (limited to a maximum of 160 hours), 15 days in the second 5 years of continuous employment (limited to a maximum of 240 hours), and 20 days after 10 years of continuous employment (limited to a maximum of 320 hours). Optional annual sell back of a portion of accumulated vacation leave hours (maximum - 40 hours).

SICK LEAVE

0.0625 hours sick leave for each paid regularly scheduled work hour. 16 days (130 hours per year) with unlimited accumulation. Optional annual buy back of a portion of accumulated sick leave hours upon meeting certain criteria.

HOLIDAYS

Twelve paid holidays annually plus two optional holidays.

BEREAVEMENT LEAVE

Five (5) regularly scheduled consecutive workdays.

Voluntary Term and Whole Life Insurance are available - premium paid by employee

RETIREMENT
DEFERRED COMPENSATION

The County offers a 457 Deferred Compensation Plan. Employees choose their investment funds and can make pretax contributions to the plan up to the maximum allowable.

MERCED COUNTY EMPLOYEE RETIREMENT ASSOCIATION

The retirement plan is a defined benefit plan administered pursuant to the County Employees Retirement Law of 1937 and other provisions of the California Government Code. MCERA members also pay into Social Security. The applicable benefit formula is dependent upon your hire date with an MCERA employer; your pension amount will be determined by your age, years of service and final compensation amount.

Anthem EAP services provide up to five face-to-face counseling sessions per incident and provides a toll-free "800" hotline available 24/7 for emergencies and crisis intervention. EAP services include counseling services, legal services, financial services and work-life resource services.

The County of Merced has partnered with Employee Savings Tickets to provide discounted coupons and tickets for all county employees to attractions throughout the state and out-of-state.
