Duties may include, but are not limited to, the following:
  • Manage the programming, design, construction and post-construction of County Capital projects.

  • Establish goals, objectives, priorities, schedules and budgets for programs or projects.

  • Establish and manage performance measurement systems related to capital improvement projects.

  • Maintain liaisons with public agencies and the general public to encourage collaborations and promote Public Works activities.

  • Conduct and /or coordinate complex studies and prepare comprehensive reports and recommendations.

  • Establish and maintain electronic database and contract management programs for capital improvement project tracking system(s).

  • Coordinate with other departments, utility companies and other agencies to facilitate timely completion of projects or the review and processing of specific private development projects.

  • Facilitate interdepartmental coordination related to the timely completion of capital improvement projects. 

  • Plan and coordinate all aspects of definition, design and implementation of capital improvement projects, establish schedule and monitor performance.

  • Solicit bids, conduct pre-bid walks, conferences, analyze and qualify bids, proposals and vendor selection.

  • Coordinate and monitor contract performance, acceptance of work and other related activities associated with completion of projects.

  • Inspect materials and workmanship for safety hazards and construction problems.

  • Participate in identifying new, capital, maintenance, repair or renovation projects for the annual budget, prepare scopes of work, cost estimates, work description, and justifications for projects submitted by departments.

  • Prepare requests for proposals, consultant agreements, public notices and other project documents.
Experience:
Four years of professional experience related to public works construction management, project management or the administration of capital improvement projects. 
 
Education:
Bachelor's Degree from an accredited four year college or university with major in construction management, engineering, architecture, public or business administration, or a closely related field. Additional related experience may substitute for education on a year-for-year basis.ESSENTIAL FUNCTIONS
  • Operate a personal computer and database, spreadsheet, and word processing programs including project management, construction scheduling and permit tracking.

  • Develop and monitor all capital project schedules and budget compliance and take or recommend corrective action as needed.

  • Understand, interpret and enforce compliance with project plans, specifications, bid documents, contract provisions and safety standards.

  • Develop and maintain effective relationships with staff, consultants, contractors, engineers, architects, and representatives of other agencies or departments.

  • Effectively present solutions and options to significant construction problems.

  • Write and review complex reports including change orders, board agenda items, claims, specification and contract documents.

  • Respond appropriately to situations and perform job duties under stressful conditions.

  • Communicate effectively with others in person, writing and over the telephone.

  • Complete multiple priority projects with conflicting deadlines and under stressful conditions.

  • Maintain confidential information in accordance with legal standards and/or County regulations.

  • Conduct field inspections on uneven surfaces under various environmental conditions.

  • Make presentations to the Board of Supervisors and other groups.

  • Train and evaluate assigned project team members.

  • Frequent use of depth perception, peripheral vision and color perception.

  • Frequently lift, carry, reach, push, pull, twist and manipulate large and small objects.

  • Kneel, bend, twist, squat, balance and crawl.

  • Frequent use of hand-eye coordination.

  • Frequent use of data entry device including repetitive hand and arm motion.

  • Occasionally lift and carry up to 60 pounds.

  • Normal dexterity, frequent holding and grasping.

  • Sit, stand or walk for long periods of time.

  • Regular attendance is an essential function.

Knowledge of:
  • Operation, services, and activities involved in Public Works capital improvement projects.

  • Public Works construction inspection techniques and practices.

  • Principles and practices of local government organization, administration, budget and personnel management. 

  • Pertinent federal, state and local laws and regulations. 

  • Principles of supervision and performance evaluations.

  • Construction and project management techniques and project management systems. 

  • Engineering and/or architectural principles, practices and methods.

Ability to:  
  • Supervise, organize, and review the work of professional staff.

  • Interpret and explain County inspection policies and procedures.

  • Prepare clear and concise technical, financial and administrative reports.

  • Administer a budget.

  • Review and interpret engineering plans, specifications, and estimates of Public Works projects.

  • Administer and monitor complex Public Works and capital improvement construction project contracts.

Salary : $98,405 - $119,662
