1. Ensure patients requesting services in medication assisted treatment are seen either the same or next day to better individualize care and improve satisfaction and outcomes. Develop protocols to implement this process.
2. Work with CCBHC staff to coordinate referrals from hospital bridge to expedite services in all MAT clinics in all counties. Additionally do the same with Paramedicine Programs in Counties where CORE programs are funded or OAD funds are received.
3. Fully implement and ensure ongoing operations of all MAT services in all MAT physical locations. This is to include DEA, DCF and CARF reviews and marketing to expand patients in each clinic.
4. Ensure that Medication Administration Records (MARS) are completed daily to ensure proper billing for LSF (SOR) and FADAA (DCF and OSCA).
5. In conjunction with the CCO, meet deliverables for the MAT-PDOA grant by completing the semi-annual, annual and continuation reports for this grant. The same will be done for any additional grants to include the MAT Jail Grant through DCF.
6. Work with fiscal staff to maintain up-to-date staffing records and billing for the MAT-PDOA grant or other grants. Works with your Team to earn MAT-PDOA grant revenue.
7. Work with program staff to maintain compliance with regulatory, contractual and accreditation standards, including CARF, Medicaid, DCF 65D-30, FADAA, OSCA, Florida Board of Pharmacy and the DEA.
8. Work across programs to ensure continuity of care for client's services.
a. Ensure that managers/supervisors review and approve all time clinical staff request to block out on schedules (e.g., meetings, trainings, personal time).
9. Ensure programs meet their expected service volumes and revenue/expense targets.
10. Ensure programs draw down LSF and FADAA (DCF and OSCA) funds within a 10% corridor around budgeted revenues
11. Focus MAT programs on accountability for volume and documentation compliance.
12. Ensure that Buprenorphine and Methadone Administration notes are completed at least weekly (or as indicated by funder) to ensure proper documentation and billing.
13. Implement psychiatric evaluations for patients in all MAT programs for those clients with co-occurring disorders.
14. Ensure documentation across programs support billing:
a. At least 98% of services will be supported with an active treatment plan
b. At least 98% of services requiring authorization will have valid prior or re-authorization on file;
c. At least 90% of services will be documented within two business days.
15. Complete SOR and FADAA reports in a timely manner and submitted according to their schedules.
16. Implement a plan to expand clinic hours to reduce congestion in the clinics.
17. Ensure that staff complete GPRA's at admission, 6-months and at discharge and are entered timely in WITS/SPARS/SmartCare to meet grant requirements.
18. Follow process and lead efforts to open Mobile MAT services.
19. Develop best practice protocols for dosing, clinical, nurse and physician assessments for MAT clinics within the jails.
20. Completing ongoing audits to ensure work reflects quality services and effective implementation of EBPs. Further ensure managers complete and utilize peer reviews to guide training/coaching with staff in monthly supervision.
21. Participate in training and development of electronic health record.
22. Ensure that staff meet training requirements.
23. Works with IS to develop program specific dashboards for management and performance for each program/department.
24. Address performance issues timely so that not more than 10% of programs are failing to meet at least 90% targets.
25. Complete all other assignments assigned by your supervisor.
26. Continue to develop the MAT Clinics including implementation, training and certification of staff as appropriate.
a. Lead efforts of MAT expansion to all Meridian locations, per the Meridian FY 25-27 Strategic Plan, in order to provide MAT options including the availability of Buprenorphine, Vivitrol, etc.
27. Become a key player to implement Opioid Abatement Fund projects to include Jail Bridge, Hospital Bridge and Community Bridge programs in the surrounding areas. Ensure close communication with all Counties and stakeholders involved.
28. Improve leadership of the MAT clinics, ensuring growth of the new clinics, close oversight of leadership team and compliance with all clinic regulations.
Who are we looking for? (Minimum Qualifications)
Florida Licensure in mental health or social work (LCSW/LMHC) OR equivalent degree in a behavioral health/substance use field; and six years of clinical/administrative experience in the behavioral health field; or equivalent combination of education and experience. Master's degree in mental health, social work, marriage and family counseling, psychology or related behavioral health field from an accredited college or university preferred.
