Position Summary:

Under the supervision of the Township Engineer, performs detailed design and project engineering for storm and sanitary sewer systems, water distribution systems, solar systems, energy efficiency, sidewalk, and pedestrian-bicycle pathway construction within the Township, with an emphasis on green infrastructure and sustainable design. Provides technical guidance and conducts inspections of projects. This position may serve as the staff liaison to the Environmental Commission, and may also involve work on the Township's Local Road Program.

DUTIES

Essential Job Functions:

1. Investigates, designs, and inspects capital improvement projects including water mains, sewers, culverts, non-motorized pathways, including bridges and boardwalks, solar systems, energy efficiency and building renovation projects, and other major renovations.

2. Drafts construction plans and delegates drafting assignments as appropriate. Prepares project documents, conducts field-engineering activities, coordinates construction implementation with contractors, and ensures accuracy of as-built plans.

3. Coordinates site plan reviews and makes site inspections and reviews plans submitted by consultants to ensure compliance with Township specifications, codes, and conformity with established practices and standards.

4. Maintains technical records, construction drawings, site plans, plats, easements, and other documents. Performs research, conducts special studies, and provides information as requested.

5. Coordinates development projects with consulting engineers, other departments, developers, and regulatory agencies to facilitate the process, ensure efficiency and reduce duplication in effort.

6. Assists in the implementation of new technology and fosters departmental transition to new or upgraded technology. Provides information and technical support to other departments and the public.

7. Investigates citizen complaints and takes necessary action to ensure compliance with applicable regulations and codes.

8. Helps to oversee the Township's sidewalk maintenance program, including: recommending sidewalks to be replaced, meeting with public concerning replacements, prepares contracts and recommends contractors based on reviews of bids, determines special assessments, and maintains database cataloging repairs and costs to homeowners.

9. Develops and/or assists engineering contractors in the development of project drawings and specifications. Maintains maps and other documents indicating the location, composition and size of roadways, underground utilities and other pertinent data.

10. Confers and works with engineers and contractors concerning construction projects. Monitors projects through all phases assuring conformance to plans, specifications, timetables, quality levels, and cost estimates.

11. Maintains a variety of records related to operations. Compiles operational statistics and completes a variety of reports required by the local, state, and federal government and other agencies.

12. Helps with review and processing of permits for sidewalks, pathways, and soil erosion/sedimentation control applications.

13. Keeps abreast of modern methods, new administrative techniques, and current issues through continued education and professional growth. Maintains cooperative relations with peer agencies and other governmental units. Attends conferences, workshops, and seminars as appropriate

14.Performs related work as required.

QUALIFICATIONS

Requirements include the following:

A Bachelor's degree in civil engineering or related field.

Three or more years of progressively more responsible experience in engineering, including supervisory and administrative duties.

A State of Michigan Vehicle Operator's License.

Thorough knowledge of the principles, practices, laws, and regulations governing the operation of a public works department, including water and sewage distribution and collection.

Considerable knowledge of surveying, construction inspection, and civil engineering practices and procedures.

Considerable knowledge of public works construction methods and materials.

Considerable knowledge of civil engineering and infrastructure planning and maintenance.

Good knowledge of underground construction tasks, road construction projects, blueprint reading, and public utility operations.

Knowledge of computer-aided drawing, spreadsheet, and word processing applications.

Skill in inspecting public works projects.

Skill in assembling and analyzing data, and in preparing comprehensive and accurate reports.

Skill in effectively communicating ideas and concepts orally and in writing, and in making presentations in public forums.

Skill in the use of office equipment and technology, including computers and related software, and the ability to master new technologies.

Ability to read and interpret blueprints and specifications.

Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with employees, project contractors, representatives of other governmental units, professional contacts, other Township administrators, and the public.

Ability to critically assess situations and solve problems, and to work effectively under stress, within deadlines and changes in work priorities.

Ability to train, supervise, and evaluate the work of others.

Ability to travel to other locations.

While performing the duties of this job, the employee regularly works in a business office setting and often travels to other sites. The employee is occasionally exposed to wet, humid conditions; fumes or airborne particles; and outside weather conditions. The noise level in the work environment is usually quiet and can be loud while in the field.

Salary : $62,962 - $85,904
