Work Schedule: Flexible 40-hour work week. Schedules include Four 10-hour days, or Five 8-hour days. Weekends and holidays off.
Job Description: Merit is seeking a CLINICAL SUPERVISOR for our Kennewick Office.
Responsible to the Treatment Director, the Clinical Supervisor coordinates and supervises counseling services and develops counselor training plans. The position demands the ability to supervise other persons, to direct and participate in necessary program functions, to interpret regulations, policies, and manuals, and standing procedures. As the Clinical Supervisor is often involved in emergent situations, quick independent judgment is necessary.
SPECIFIC RESPONSIBILITIES
WAC 246-341-0520- ensure the following supervision requirements are met for trainees, interns, volunteers, and students:
(1) Each trainee, intern, volunteer, and student pass a background check;
(2) Each trainee, intern, volunteer, and student who receives training at MERIT must be assigned a supervisor who has been approved by the agency administrator or designee. The Clinical Supervisor:
(a) Must be credentialed by the department for their scope of practice;
(b) Is responsible for all individuals assigned to the trainee or intern they supervise; and
(c) Must review clinical documentation with the trainee or intern as part of the supervision process; and
(3) Must obtain and retain a confidentiality statement signed by the trainee, intern, volunteer, and student and the person's academic supervisor, if applicable.
(4) The Clinical Supervisor will maintain a client caseload. The approved supervisor must decrease the hours of face-to-face contact by twenty percent for each full-time SUDPT supervised.
(5) Co-authenticate/approve SUDPT assessments, intakes, progress notes, and individual service plans. Verify individual service plans include the input of the person served, the services provided are related to the goals and objectives and risk factors were adequately addressed.
(6) Responsible to ensure assigned trainees maintain an active SUDPT DOH credential throughout training.
(7) Responsible to provide or arrange coverage for all groups and treatment activities.
(8) Responsible to complete a quarterly review of (10%) of SUDP and SUDPT’s files that include both open and closed records. The quarterly review must be documented using the file audit form and a note entered in the record documenting the quarterly review was completed. The summary of the review will be used to improve quality of services through performance improvement training activities. The quarterly reviews will identify problems or training needed and documented in SUDPT training binders and addressed during supervision.
(9) Responsible to initiate, update and complete SUDPT’s training binders and address the following topics over the fiscal year: Accuracy of assessment and referral skills; Appropriateness of interventions relative to the needs of the client; and effectiveness of intervention in helping client reach goals/objectives. Monitor and provide feedback or education regarding skill development, clinical documentation issues, and ethical issues, legal aspects of clinical practice, professional standards, cultural competency, and model fidelity with evidence-based practices.
(10) The Clinical Supervisor will assess a client’s need for a referral to the Mental Health Designated Crisis Responder (DCR).

(11) Supervise the A/DIS registration and schedule class instructors in their office site.
(12) Coordinate with the IOP Counselor to maintain and update the Patient Roster indicating the number of patients currently in treatment and those patients scheduled to enter. Such coordination ensures the group number does not exceed sixteen (16) adult or eleven (11) adolescent patients per counselor.
(13) Review medical necessity pre-authorizations and utilization reviews to access and continue treatment services.
(14) If a participants file has been closed and an individual requests report to the Department of Licensing (DOL). The Clinical Supervisor will review the file before any report is generated and sent to DOL.
(15) Monitors the consistency of the program policy and procedures. Lead performance improvement teams and clinical staff meetings. Provide written reports of participation in team meetings.
(16) Remains abreast of current developments in the substance use disorder field and recommends appropriate program modifications to the Clinical Director.
(17) Represents MERIT Resource Services at speaking engagements, educational workshops, club meetings, and other public relations activities.
(18) Responsible for problem resolution with staff and their patients, designated “go to” person (via telephone) for all clinical staff in the absence of onsite supervision.
(19) Participates in Supervisor Team Meetings and the designated safety committee member for their office site.
(20) May be on-call for the after-hours phone.
(21) Other duties as assigned.
QUALIFICATIONS
WAC 246-341-0515 Personnel—Agency staff requirements
Substance Use Disorder Clinical Supervisors must meet the following: Is a SUDP; is an approved supervisor who meets the requirements of chapter 246-811 WAC; and has not committed, permitted, aided, or abetted the commission of an illegal act or unprofessional conduct as defined under RCW 18.130.180. Each staff member that provides individual care has a copy of an initial tuberculosis (TB) screen or test and any subsequent screenings or testing in their personnel file. All staff members are provided annual training on the prevention and control of communicable disease, blood borne pathogens, TB, cultural competency, and violence prevention. Transcripts or Certificates of Completion are documented in the personnel file.
Also necessary is an understanding of counseling, evidenced based practices, best practice treatment procedures, and knowledge of regulations concerning substance use disorder treatment for individuals and their families. Applicants must be knowledgeable of the principles and practices of 12-Step Programs, those of business and personnel administration and have an awareness of community resources.
Applicants must have no history or evidence of alcohol/other drug misuse for a period of three years prior to employment and no alcohol/drug misuse while in this position.
