County Finance Director

Job Summary
This position is the primary liaison between the Board of Commissioners and the Constitutional Officers and County department leaders for issues related to finance and accounting functions. This position is responsible for the preparation, management, and supervision of internal control over the annual operating and capital budgets. This position is responsible to provide cross training as needed and is responsible for A/R and A/P functions.
Essential Functions
Prepare and supervise the annual budgets of the County in accordance with State law and approval of the Board of Commissioners.
Provide budget development and budget analysis information to the Commissions and County leaders as needed or requested.
Provide financial policy advice to the Board of Commissioners.
Oversees the bank reconciliation process.
Meet with Constitutional Officers and County Department leaders to communicate the status of the County budget in a timely manner and as needed.
Ensure that the County budget follows all rules and regulations of the State and Federal guidelines.
Supervises support accounting personnel for A/R, A/P, and general accounting functions.
Functions as the County Purchasing Agent for a decentralized purchasing system.
Maintains records of county fixed assets, county-owned vehicles, and county issues cell phones.
Oversees purchasing system to insure adherence to budget guidelines.
Performs other related duties as assigned.
Additional Responsibilities
Provide timely reports and information to leaders in order to maintain communication related to the financial and operational strategic business of the County.
Knowledge, Skills, & Abilities Required for Job Performance
Bachelor's degree in Accounting, government finance, or public administration with a specialty in finance, or related field from an accredited college or University.
A graduate degree is preferred.
Certification and membership in the Georgia Government Finance Officers Association.
Five (5) years of increasingly responsible experience in government, preferably with financial experience and three (3) years of supervisory experience.
Ability to read and speak in the English language
Ability to work under stress and deal tactfully and courteously with Commissioners and County personnel.
Knowledge of County ordinances.
Knowledge of government functions at the federal, state, and county level.
Knowledge of the principles and practices of finance operations and administrative management.
Knowledge of the principles and practices of public finance, budgeting, accounting, governmental accounting, auditing and debt management.
Demonstrated competence in state financial regulations.
Demonstrated competence in budget preparation and explanation.
Demonstrated competence in the use of computers and related software applications.
Ability to work with others and to direct and supervise the work of subordinate personnel.
Ability to enforce County rules, regulations, policies, and procedures.
Ability to prepare and maintain accurate reports and records.
Ability to communicate clearly and effectively in oral and written communication.
A valid State of Georgia Driver's license.
Working Conditions/Physical Demands
This work is usually done in an office setting. This work may require sitting, standing, computer utilization, communication with the public, other county workers, and County officers. This work may require irregular work schedules to accommodate evening meetings or special situations during administrative planning periods. This work may require lifting objects up to 30 pounds without accommodation.
