PURPOSE:
Responsible for managing, directing and supervising the activities of the safety department. Includes risk assessment, operator qualifier programs, safety practices, policies and procedures development / implementation, industrial hygiene, liability and property exposure issues. Ensure Company compliance with all state, federal, and local regulatory requirements.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Monitors expenses in accordance with approved budget
- Participate in department recruiting, staff training, work assignments and managing the effectiveness / productivity of the safety / risk management department.
- Participates in mentoring and counseling department staff regarding performance.
- Evaluates the Company's potential risk /loss factors and related costs. Makes recommendations to minimize potential risks and negative financial impacts. Implements approved policies, procedures and other changes accordingly.
- Inspects and reviews Company's operations and facilities for safety / risk management compliance and implement appropriate corrective action.
- Develop and implement program policies and procedures that ensure conformance of program operations to standards regulations.
- Manages the Operator Qualifier program to ensure employees are in compliance with customer requirements. Ensures employee training, paperwork processing and database updates are timely competed and kept current.
- Work with leadership/management to discuss and resolve safety and liability concerns.
- Develop / implement a standardized employee and craft safety orientation training program.
- Work with company and/or external consultants, attorneys, insurance representatives and/or other agencies to review and investigate general liability and/or claims filed against the Company.
- Review documentation to insure all required records and reports are complete, accurate and submitted per established procedures, and corrective action taken if required.
- Work closely with corporate general counsel on legal issues, contracts and judicial pronouncement relative to Risk Management.
- Accompany all safety, health and insurance inspectors on walk through tours.
- Coordinate and assist in preparing OSHA appeals for safety violation citations.
- Monitor the performance of safety and risk management programs and incidents. Prepare reports and statistical data for review by leadership/management.
- Assumes additional responsibilities or assignments as required by VP – EHS & Safety Director.
EDUCATION: Bachelor’s degree in Safety, Industrial Hygiene or related discipline or a combination of education and experience providing equivalent knowledge required. Recognized safety certification (CSP, CUSA, OHST etc.) required. Certified Safety Professional designation (BCSP) preferred. Minimum 5 years work experience within the safety field.
LICENSE: Possess or ability to obtain a valid class C California driver's license
EXPERIENCE:
- Experience in effectively managing safety / risk management programs and personnel.
- Experience in developing and implementing safety and risk management programs which comply with all federal, state and local laws.
- Experience in evaluating company risk factors and related costs.
- Experience in managing Operator Qualifier programs and databases.
- Experience in identifying hazardous situations and proactively implement corrective measures.
- Extensive knowledge and experience in compliance with safety regulations, regulatory requirement and industry standards for construction and general industry; knowledge of EPA, DOT and NEPA standards.
SKILLS, PHYSICAL REQUIREMENTS AND WORKING CONDITIONS:
- Able to maintain confidentiality.
- Excellent organizational, leadership, communication, problem solving and analytical skills required.
- Ability to train and educate employees on federal, state, local and company safety regulations.
- Ability to train and educate employees on hazardous situation and what corrective measures are necessary.
- Proficient in Microsoft Word and Excel.
While performing the duties of this job, the employee is regularly required to talk, hear, walk, stand and sit for prolong periods. The employee is frequently required to use hands to fingers, handle or feel and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Ability to operate a motor vehicle, required.
Working conditions consists of temperature-controlled buildings or offices, outside elements such as rain, cold, and heat when working with in open environments, driving from various locations or attending meetings, etc. Noise levels are moderate to loud depending on work location.
