POSITION TITLE : Facilities Manager
DEPARTMENT : Facilities GRADE : 7 FLSA : Non-Exempt FTE : 1.0
POSITION DESCRIPTION : Performs all duties related to the day-to-day operations of facilities management.
SUPERVISION RECEIVED : Works independently under the supervision of the Finance Director.
SUPERVISION EXERCISED : Maintenance staff.
FUNCTIONAL RELATIONSHIPS : Administration Directors, Business Office, Department Managers
BENEFITS : This full-time position includes a full benefits package including health, dental, vision, life, AD&D, and supplemental insurance coverages as well as HRA and retirement savings. Benefits include vacation and sick leave, and 13 paid holidays.
SALARY : $28.20 - $38.22 / hour depending on experience
SCHEDULE :
Monday - Friday with occasional weekends or evenings. This position is on-call for facility emergencies.
Requirements
ESSENTIAL FUNCTIONS :
Facilities Maintenance and Projects - Manages facilities maintenance (Library campus of buildings and all branches in Mesa County), ability to develop a scope of work required, responsible for obtaining competitive bids and supervising the work vendors perform in the areas of : plumbing, carpentry, painting, masonry, lighting, mechanical, electrical and any other vendors servicing to the organization's facilities. Analyzes and determines solutions to facilities infrastructure and environmental issues. Manages document requirements (permits, maintenance manuals, backflow testing, fire dept. checks, etc.).
Supervises Custodial staff and Maintenance staff - Hires, determines workload and delegates assignments, trains, monitors and evaluates performance, and initiates corrective or disciplinary actions for facilities staff.
Facilities Management - Responsible for all applicable codes and compliance requirements. Maintain mechanical, structural, electrical, ventilation, ADA.
Safety and Security -Maintains a safe physical environment for patrons & employees.
Budget Control - Responsible for managing the Facilities budgets. Prepare purchase orders for facilities work and receive and approve all invoices from outside vendors for facilities work.
Facilities Planning - Assists Finance Director in developing long range facilities plans. Works with administration on capital outlay requirements and documentation for the entire facility every budget cycle.
Garden Support - Maintains a safe physical environment for patrons, volunteers, and employees by analyzing and determining solutions to garden infrastructure and environmental issues from periodic inspection and staff work order requests, including but not limited to annual irrigation maintenance, structures and fence repair and maintenance, large projects that require heavy equipment, annual shade sails setup and removal, and special event setup beyond the abilities of staff and volunteers. Includes the garden lot in overnight security coverage and in CPTED considerations for the Library District.
Fixed Asset Management - Works with Business Office to track, maintain, and control all furniture, fixtures, and equipment of the Library District.
Management Team - Participate in the Library District's management team. Work with other managers to develop needed policies and procedures for the library and interpret these for staff and patrons. Serve as an example for all staff in providing library service and communicating expectations. Make an annual presentation to the Library Board of Trustees. Take on other projects and tasks at the direction of the Executive Director or Finance Director.
SECONDARY FUNCTIONS :
Self-development and Expertise -Attend monthly staff meetings and training; attend external trainings and conferences, stay aware of activities via staff wiki, email and regular communication with colleagues.
Performs other duties as assigned or requested - Performs additional duties as opportunities arise that assist the department and the Library in achieving specified goals and objectives.

Skilled in supervisory work
Knowledge of basic carpentry, drywall, painting, electrical, plumbing, and grounds maintenance

PHYSICAL REQUIREMENTS :

Ability to bend to floor level or reach a height of 75 inches
Ability to lift up to 75 pounds from the floor to a height of 6 feet
Ability to obtain and maintain a Colorado Class R driver's license
Ability to read a minimum print size equal to 10 point
Ability to tolerate dust, mold, etc. that may have accumulated on books
WORKING CONDITIONS :
Frequent exposure to fumes or airborne particles and may be exposed to toxic / caustic chemicals.
Must work with cleaning chemicals and must be able to properly dilute, use and ensure their own safety as well as other who may come in contact with the chemicals
Exposure to varying conditions including extreme heat, extreme cold, rain or snow
Regular work near moving mechanical parts
Regular travel required between library facilities across Mesa County
Subject to frequent interruptions
MINIMUM EDUCATION & EXPERIENCE :
High School graduation or equivalent; 3-5 years Construction Superintendent experience or Facilities Management experience; ability to obtain and maintain a valid Colorado driver's license.
