SUMMARY : Operating under the general supervision of the Director of Regional Migrant Services, this position works as a District resource for the local migrant community as they serve the Colorado Department of Education's mission to identify and serve all migrant children / youth and families. Employee uses bilingual English and Spanish interpersonal communication skills to provide an equal opportunity for education to eligible migrant families and youth through identifying, interviewing, and enrolling families and students into the Migrant Education Program and other programs and activities to improve their academic opportunities for future success. The Migrant Education Program (MEP) serves 30 school districts spread over a significant portion of the state. This role includes the use of a District Vehicle and a business cell phone.

Job Tasks Descriptions

  • Working to serve the mission of the Colorado Department of Education (CDE) Migrant Services the Migrant Recruiter identifies eligible and potentially eligible families and students in our geographical area in need of MCVSD51. Employee develops and maintains an extensive network of resources that keeps an open informational flow to migrant and immigrant individuals that may qualify for services offered through our District. Networking sources include but are not limited to local employers, schools and alternative educational outlets, faith-based and community organizations, and other relevant gatherings. Employee acts as the primary contact for students receiving Migrant Education Program services and regarding their specific educational questions or concerns. In addition, a significant role of the Migrant Recruiter includes guiding families and individuals in accessing other migrant guidance and assistance programs to overcome cultural and language barriers.
  • Maintaining a variety of documentation is an expectation of this position in compliance of federal, state, and local legal requirements and statutes for the program and those served. The Migrant Recruiter conducts and documents an initial interview with eligible students and parents / guardians as a start to the enrollment process. Other documentation and administrative duties include but are not limited to, maintaining contact and activity logs, mileage / travel logs, and other demographic and case specific data. There is an expectation for the Migrant Recruiter to issue and maintain National Certificates of Eligibility per national regulations and District procedures. Other forms of administrative duties include maintaining student / family case files with accurate and timely updates to educational credits and status. Program and District compliance for Migrant Services relies to a large degree on data veracity and the employee is expected to adhere to the highest professional standards in this regard.
  • Communicating to a variety of stakeholders, the Migrant Recruiter champions the Migrant Services Program throughout the District and Community at large. Providing a continuous and consistent messaging for the Migrant Education Program here and across regional school districts is a responsibility of this positon. Employee works in collaboration with other department employees including Case Managers, Translators, and other Recruiters to provide a unified messaging to ensure the successful recruitment and enrollment of students in the Program. These efforts require coordination that includes dual messaging in Spanish / English, both oral and written formats and paper as a well as electronic mediums. Recruiter may be asked to upload materials to District webpage as well as attempt new and innovative recruitment tools or outreach.
  • Assisting with participant's parents or guardian involvement is an essential function of the Migrant Recruiter. Helping families to be invested in their youth obtaining a quality education, this position is responsible for communicating and using the State Advisory Council for Parental Involvement in Education (SACPIE) best practices and updates. Employee facilitates parental involvement not only in regular academic education but also assisting in summer school opportunities as well as other academic and / or extracurricular activities to assist with the advancement of their Performance Based Learning program.
  • Performing other duties as assigned in addition to attending trainings and interagency / department level meetings is also an expectation of this position. This position actively sits on and participates in the Parent Advisory Council.

EDUCATION AND RELATED WORK EXPERIENCE :

  • High school diploma or equivalent required;
  • Bilingual oral and written skills, English / Spanish, are required;
  • Minimum one year's experience in social work, advocacy, communication, and / or other related field required
  • Preference given for associates degree in related field or prior school district experience;
  • Acceptable demonstration of education and / or experience is at the sole discretion of the district.
  • LICENSES, REGISTRATIONS or CERTIFICATIONS :

  • Valid Colorado driver's license required;
  • Successful passing of criminal background check required at time of hire;
  • District 51 Small Vehicle Permit must be obtained within 60 days of hire;
  • Attend and successfully complete all staff development training as required by state law or as directed by supervisor.
  • AVAILABLILTY :

  • Position requires occasional work during off hours and / or weekends as recruiting opportunities arise or are scheduled. There is an expectation for the employee to use a flexible work week Sunday- Saturday adjusting accordingly.
  • TECHNICAL SKILLS, KNOWLEDGE & ABILITIES :

    Cultural Awareness - Migrant Recruiter must possess a basic knowledge of local cultural diversity and how District services are best provided. In addition, they must possess :

  • Well-developed oral communication and phone etiquette skills in English and Spanish,
  • Ability to apply English / Spanish language skills to written communications;

  • Written communication skills for bilingual / monolingual guardians, parents, and students;
  • Well-developed customer service, public relations, and interpersonal relationship building skills;
  • Strong professional written-communication and personal computer / keyboarding skills
  • Working knowledge of laws and statutes as outlined in the :
  • Every Student Succeeds Act (ESSA, 2015),

  • Family Educational Rights and Privacy Act (FERPA 2014),
  • with Disabilities Education Act (IDEA, 2004),
  • Title VI of the Civil Rights Act (1964),
  • Health Insurance Portability and Accountability Act (HIPAA, 1996).

  • Ability to encourage and facilitate parental involvement in the educational processes;
  • Ability to maintain confidentiality in all aspects of the job, especially as related to student issues;
  • Ability to advocate for students from diverse backgrounds and with diverse abilities;
  • Ability to work independently as needed with minimal direction and / or supervision;
  • Ability to manage multiple priorities and frequent interruptions in a timely manner;
  • Ability to be adaptable and flexible with collaborative critical thinking and problem-solving capabilities;
  • Ability to promote and follow Board of Education policies, building and department procedures;
  • Ability to communicate, interact, and work effectively and cooperatively with people from diverse ethnic and educational backgrounds;
  • Ability to recognize the importance of safety in the workplace, follow safety rules, practice safe work habits, utilize appropriate safety equipment, and report unsafe conditions to the appropriate administrator.
  • MATERIALS AND EQUIPMENT OPERATING KNOWLEDGE :

  • Operating knowledge of and experience with personal computers and peripherals;
  • Operating knowledge of and experience with office software such as word processing, spreadsheets, email;
  • Operating knowledge of and experience with typical office equipment, such as telephones, copier, fax machine, etc.
