JOB TITLE: Housing Choice Voucher Program Specialist
NON-EXEMPT DEPARTMENT: Housing Choice Voucher Program

REPORTS TO: HCV Manager
Job Duties: Coordinates admissions, interviews applicants, issues voucher, maintains records, and assists eligible families with the HCV Program. Maintains a caseload of 28-40 HCV families per month. Ability to meet deadlines, excellent organizational skills, accurate work, attention to detail and proficiency in Microsoft Office. Interprets, implements, monitors, and ensures compliance with rules and regulations, policies and procedures relating to the HCV Program. Reviews records for accuracy, makes required corrections, and takes appropriate action according to MVPHA and HUD policies and procedures. Ensures all computer records of all tenants in caseload are accurate and current. All activities must support MVPHA’s mission, strategic goals, and objectives. This position is considered a non-exempt position as defined by the Fair Labor Standards Act (FLSA).
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
Interprets, implements, monitors, and ensures compliance with rules and regulations, policies and procedures relating to the HCV Program. Reviews records for accuracy, makes required corrections, and takes appropriate action according to MVPHA and HUD policies and procedures. Ensures all computer records of all tenants in caseload are accurate and current.
Determines appropriate verifications needed to accurately evaluate eligibility for HCV program.
Maintain the waiting lists for the HCV Program. To include purging the waiting lists and storing files. Maintains a data system for maintaining stored files.
Schedules and conducts eligibility interviews and compiles, assesses, and determines eligibility of applicants in compliance with HUD rules and regulations.
Send notification of denial of eligibility to applicants. Works with HCV Manager to coordinate Informal Reviews and Informal Hearings.
Completes criminal background checks to determine eligibility of applicants.
Assesses the need for reasonable accommodations in the event of a disability.
Schedule and conduct briefing appointments to eligible applicants and issue vouchers accordingly. Expire vouchers as needed.
Perform the pre-admission process including the receipt of the Request for Tenancy Approval (RFTA), checking affordability, and requesting the initial HQS inspection.
Computes tenants’ rents and determines housing assistance payments (HAP) within established limits. Processes leases and prepares HAP contracts for signatures. Submits requests for Housing Quality Standards (HQS) inspections.
Conducts initial, interim, annual re-examinations as required, by interviewing and verifying income, assets and other financial data. Explains policies and procedures to applicants, tenants and landlords.
Prepares and maintains accurate and complete files. Prepares correspondence, memos, written and/or verbal reports in a timely manner.
Enters correct and accurate information in 50058 forms and submits to HCV Manager for submission to HUD.
Ensures compliance with fair housing rules and regulations.
Submits e-transmissions to various entities in a timely manner, as applicable.
Responds to verbal and/or written complaints and any other tenant- or landlord-related concerns.
Communicates and reports to HCV Manager any matters regarding liability or potential problems.
Works with HCV Manager to prepare/revise/update the HCV Administrative Plan.
Maintains confidentiality of records.
Maintains and fosters harmonious relationships with those contacted in the course of work.
Complies with internal security and safety practices established by the Housing Authority.
Performs other related duties as assigned or directed.

EDUCATION and/or EXPERIENCE:
Bachelor’s Degree strongly preferred. Associate’s degree from an accredited college or university and two (2) years related experience in case management required. An equivalent combination of education and experience may be considered.
Knowledge of HUD policies and federal, state, local laws, rules, and regulations related to low-income housing preferred.
Computer literacy, including knowledge and use of personal computers and application software required. Excellent computer skills in Microsoft Word and Excel required.
LANGUAGE SKILLS:
Bilingual (Spanish/English) required. Good reading, writing, and grammar skills. Good interpersonal relations and written and verbal communication skills. Ability to read and interpret documents such as federal regulations, operating, and procedure manuals. Ability to write reports and correspondence. Ability to effectively present information and respond to questions.
MATHEMATICAL SKILLS:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
REASONING ABILITY:
Ability to interpret HUD and MVPHA rules and regulations regarding admissions and occupancy for the HCV Program. Ability to work with culturally diverse populations at various socioeconomic and educational levels. Ability to work effectively within a team environment and establish and maintain cooperative working relationships. Ability to exercise good judgment in appraising situations and making decisions. Ability to deal effectively with situations that require tact and diplomacy, yet firmness. Ability to plan, organize, prioritize work assignments, and work independently. CERTIFICATES, LICENSES, REGISTRATIONS:
Must have and maintain a valid Driver’s License.
HCV Specialist Certification required within the first year of employment.
