What are the responsibilities and job description for the Assistant Director - FNS Support Services position at Mesquite ISD?
- Responsible for ensuring operational teams receive the support necessary to successfully implement the programs managed by the Food & Nutrition Services (FNS) department. This includes nutritious menus and the marketing of menus; technology for the implementation of the programs; procurement of food and supplies; ensuring compliance with state, local and federal regulations; and providing training to team members.
- Assist the Director with business operations such as creating annual budgets, PLE/Adult meals, and other financial obligations of the FNS department.
- Bachelor’s Degree in a nutrition, dietetics, hospitality, business, finance, or other applicable fields.
- ServeSafe Certification or equivalent.
- Knowledge of the National School Lunch Program (NSLP) and National School Breakfast Program (NSBP) state and federal regulations & policies.
- Working knowledge of procedures for purchasing and invoicing supplies and equipment.
- A minimum of three (3) years of experience in food service operations, food preparation, kitchen management or an equivalent combination of education and experience.
- A minimum of one (1) year of experience in School Food Service or Child Nutrition Menu Planning.
- Supervise creation of menus and recipes in compliance with TDA regulations and department budget goals.
- Ensure food production records (FPRs) are accurate, compliant and assigned in a timely manner.
- Ensure that special diet requests are accommodated, appealing and compliant with TDA regulations.
- Assist with developing short and long-range marketing plan and promotional programs and supervises market research to ensure customer satisfaction.
- Routinely visits district cafeterias to evaluate the quality of food, customer satisfaction, and menu acceptance.
- Complete monthly business reports including Income Statement, Profit/Loss for each campus, Key performance indicators (KPIs) for each campus, excess fund balance, etc.
- Create annual budgets for FNS and sub-departments such as marketing, food, equipment, labor, etc. Keep track of spending and alert appropriate staff members when budgets have been exceeded or are underutilized.
- Review MUNIS monthly reports and ensure that purchases were charged to the correct accounting codes.
- Complete Paid Lunch Equity (PLE) calculator and Adult Meal Price calculator annually.
- Supervise Food & Supply Acquisitions (overseeing bid specifications, evaluations).
- Analyzing cost as pertains to meals, a la carte, and overall operation.
- Evaluates each site’s operation to determine its effectiveness in achieving program goals and compliance with local, state, and federal policies, rules, and regulations.
- Responsible for continuous review of all sections of TDA’s Administrative Reference Manual (ARM) and summer program (SFSP or SSO); keeping the FNS Assistant Directors and FNS Director abreast of changes related to compliance to meet all requirements from USDA and TDA. Provides compliance updates to team members as necessary or as requested.
- Supervise PrimeroEdge and other software programs, technology implementation, and technology support.
- Ensure TX-UNPS is continuously updated, and the application remains in compliance.
- Coordinate with Assistant Director of Operations to ensure implementation of FNS procedures and policies.

- Completes required reports for Community Eligibility Provisions (CEP).
- Supervise and conduct internal audits of the Free & Reduced Application program to ensure compliance with TDA regulations, if applicable.
- Ensure excellent customer service to families needing assistance with Free & Reduced Applications, if applicable.
- Ensure all required communication is executed in a timely manner.
- Ensure Direct Certified students are captured and updated within PrimeroEdge in a timely manner.
- Ensure verification is completed in a timely manner and accurately, if applicable.
- Supervise summer meal program (SFSP or SSO) including TX-UNPS application and budget
- Coordinate with Assistant Director of Operations to ensure implementation of FNS procedures and policies.
- Plan and organize employee recognition programs for office staff.
- Work with the Coordinator of Development to develop standards and procedures for all program areas including financial management, operations, employee support services and student services.
- Act as management team member in the development and implementation of department goals.
- Assume responsibilities of the FNS operation in the absence of the director.
- Attend and participate in all meetings as scheduled by the FNS Director or designee.
- Assist FNS Director to stay within food service operations established budget.
- Completes at least twelve (12) hours of professional development training per year.
- Obtains and maintains Manager Certification or Serve Safe Certification.
