Role Summary
MetaPhase Consulting is currently supporting almost every division within CISA through planning, performance, budget and execution (PPBE process).
In support of this project, MPC is seeking a Budget Management Analyst with 5 years of experience and excellent interpersonal skills to provide.
What You Will Be Doing
- Resource Allocation Plan (RAP) and Program Decision Options (PDOs)
- Office of Budget and Management Justification (OMBJ) and Congressional Justification (CJ) volumes
- Appropriation Committees’ Technical Assistance requests
- Drafting executive-level communications
- Tying strategy to budget and drafting content for narratives in support of the federal PPBE process
What We Need From You (Required)
- Shall have a minimum of 5 years of DHS Planning, Programming, Budgeting, and Execution (PPBE) experience.
- Shall have experience in the following areas including:
- Drafting executive-level communications (e.g., talking points and briefings) with few edits required.
- Creative/outside-the-box thinking with the ability to identify problems and recommend alternative and reasonable solutions.
- Ability to work in a fast-paced, dynamic environment and manage multiple tasks simultaneously.
- Organizational change management, technical roadmaps, and strategy development and implementation.
- Self-starter with excellent communication skills and the ability to create a path forward with minimal oversight
- Prior federal budget experience
- Shall have a minimum of 3 years of experience using the Microsoft Office Suite, with advanced skills using Microsoft Excel and PowerPoint.

Ability to obtain a Public Trust; U.S. Citizenship required (NO EXCEPTIONS)
Compensation decisions are dependent of the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $90k-120k.
