Role Summary
MetaPhase Consulting is currently supporting the Food & Drug Administration through modernizing the organization’s Capital Planning & Investment Control Select Phase (CPIC Select) process to an enterprise-wide, data-driven process. This support requires strong program management and subject matter expertise to integrate existing processes for optimizing FDA’s IT spend.
In support of this project, MPC is seeking a Program Analyst with 2 years of experience with demonstrated success managing complex client relationships, applying technical competency to administer IT portfolio management activities and drive the execution of federal IT budgeting processes. The Program Financial Analyst will leverage necessary skills to provide oversight support for the FDA Office of Digital Transformation to help facilitate CPIC compliance and prioritize IT funding. Additional support areas include CPIC training, working with MPC Power Platform developer to identify requirements, testing implemented automated solutions for both the CPIC Select and Baseline change event and tracking process.
Basic Qualifications (Required)
- Minimum of two or more (2 ) years of relevant experience
- Experience supporting the management of a financial portfolio
- Awareness or knowledge of budget processes, standards and guidance, preferably including development and management of the IT Budget Submission
- Awareness of and optimally experience with tools used for reporting budgetary information to OMB
- Knowledge of Microsoft Office Suite and use for process documentation, data collection, and training, with an emphasis on Excel and Power Point
Essential Responsibilities
- Run portfolio validations to identify data errors or omissions and work with CPIC and Investment managers to understand and address errors or omissions
- Facilitate CPIC training sessions by updating training decks with new guidance and deliver training sessions to CPIC community
- Analyze and assess organizational business, service, and technical decisions in support of FDA’s IT and business priorities
- Moderate CPIC Select data call process annually and prepare briefings with results for leadership review
- Support the development and delivery of leadership and governance board meeting materials and solicit feedback from senior executives on said materials
- Think creatively and ideate solutions on how to scrutinize IT funding requests objectively to inform decision making
- Performing analysis of unstructured CPIC data
