Metrea Management is our global shared service providing support for the Capability Units (CU) in areas such as People, Finance, Legal, Strategy and Information Technology.
Position Summary
Reporting directly to the Executive Vice President, Head of Legal, Compliance and Contracts, you will be tasked with organizing and leading Metrea’s global trade export, import and customs operations. You will directly support the international growth objectives of Metrea and its assigned Capability Groups, with a particular focus on coordinating and collaborating the activities of retained export licensing consultants, Capability Unit personnel responsible for the import and export of defense technology, and developing a standardized approach to Metrea’s export, import and customs activities. You also will work with export, import and customs legal counsel, both in-house and outside counsel, to ensure compliance with all regulations and laws that govern these activities. You will act as an empowered official, and you must have US export and import law and regulation expertise, including the International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR). You will plan, organize, and implement day-to-day export and import transactions to achieve targeted results in a fast paced and challenging environment. You must be a team player who is willing to learn and adapt to the company’s business needs.
Position Responsibilities:
- Effectively build strong relationships with internal and external customers, consultants, and law firms.
- Effectively team with the Legal, Compliance and Contracts Team and business leaders to achieve business goals and objectives.
- Develop and streamline export-related processes and procedures to meet the pace of business needs.
- Coordinate complex export activities in support of the U.S. Government, predominantly DoD, foreign governments, and foreign business partners.
- Identify and resolve export issues, risk areas, and implications of emerging export issues.
- Review, coordinate and manage Department of State export agreements, including Technical Assistance Agreements, Manufacturing License Agreements, and Distribution Agreements.
- Review, coordinate and manage export and import licenses and permits obtained from the Department of State and the Department of Commerce, and provide oversight for AES filings with the Census Bureau.
- Review, coordinate and manage export classification matters and the certification and use of license exemptions.
- Ensure compliance with global trade export, import and customs record keeping and data management requirements.
- Support implementation of export awareness training and specialized functional training.
Education, Skills & Experience
- Masters’ Degree or JD.
- Extensive experience of advising on the requirements of ITAR and EAR within government, private industry or a combination of both, preferably with experience in startups or companies in a rapid scaling phase.
- Experience of advising on the export and import requirements of the UK, the EU and other jurisdictions within government, private industry or a combination of both, preferably with experience in startups or companies in a rapid scaling phase.
- Able to provide timely, practical, commercially minded solutions to complex regulatory requirements while upholding the highest standards of compliance.
- Able to develop and implement tailored, scalable frameworks and processes to ensure business operations comply with US and global trade requirements.
- Exceptional communication and influencing skills, with the ability to clearly articulate complex trade compliance matters to a wide range of stakeholders, both verbally and in writing.
- Strong leadership skills, with experience managing and developing a diverse global team.

Supervisory Responsibility
Mentor and lead global trade export, import and customs capabilities where they reside in the various Capability Groups and Support Capabilities of Metrea.
Work Environment
This job operates in a clerical, office setting. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
Physical Demands
This is a largely sedentary role; however, some physical abilities may be required.
Position Type and Expected Hours of Work
This is a full-time position with typical working hours of Monday through Friday, 8:00 a.m. to 5:00 p.m. Hours and work shifts may change in accordance with department and business needs. Exempt Employees must have the ability to be on-call and available, as business needs require.
Travel
Travel requirements are up to 25%, mostly domestic
