Program Analyst - Lead

Metrics LLC is seeking a skilled and experienced Lead Program Analyst as we compete for a contract to support the Department of Veterans Affairs (VA) under the National Data Systems (NDS) Health Information Access (HIA) Services contract. This remote role is responsible for overseeing and managing the review and approval of VA data access requests, ensuring compliance with federal regulations, and leading a team of analysts. The Lead Program Analyst will provide expert-level guidance, serve as a point of escalation for complex cases, and contribute to process improvements in data governance and access management.

Responsibilities:

• Supervise and provide guidance to a team of Program Analysts, ensuring timely and accurate review of data access requests.
• Oversee the data approval process, applying expert knowledge of research methodologies, data governance, and compliance regulations.
• Review and approve complex cases, ensuring compliance with VA policies, HIPAA, and the Privacy Act of 1974.
• Develop and refine processes for data access management, identifying areas for improvement and implementing best practices.
• Coordinate with internal and external stakeholders, including clinicians, researchers, and government oversight organizations.
• Manage reporting requirements, ensuring accuracy in documentation and timely submission of progress reports.
• Provide training and mentorship to Program Analysts to enhance team capabilities and knowledge.

Requirements:

• 2 year degree in business, administration, data governance, healthcare, or a related field.
• Minimum of 4 years of experience in data access management, health information governance, or a related field.
• Minimum of 2 years experience in the Health Insurance Portability and Accountability Act (HIPAA) and Privacy Act of 1974
• Strong leadership skills with experience supervising or mentoring teams.
• Excellent communication and stakeholder management abilities to engage with various government and non-government entities.
• Proficiency in tracking systems and data management tools to oversee data requests and approvals.

Preferred Qualifications:

• Prior experience in a federal agency or healthcare organization managing data access and compliance.
• Knowledge of VA health information systems and electronic health records (EHRs).
• Experience in process improvement and policy development related to data governance.
