Job Description
Metrics LLC is seeking a skilled and experienced Project Manager (PM) as we compete for a contract to provide administrative support services to the Office of the Chief Information Officer (OCIO) at the National Institutes of Health (NIH). This role is pivotal in ensuring the successful execution of administrative support services, including property and facilities management, onboarding and offboarding, procurement support, human resources, logistics, and executive support. The PM will be responsible for overseeing all aspects of project implementation, managing deliverables, and ensuring compliance with federal laws and NIH policies.
The ideal candidate will have a Bachelor’s degree (BA/BBA) and at least five (5) years of project management experience, with a Project Management Professional (PMP) certification preferred. The PM will serve as the primary point of contact for contract performance and will interface with NIH leadership, end users, and other stakeholders to drive project success.
This is hybrid position with work required on-site at the NIH site in Bethesda, MD

Responsibilities:
- Serve as the primary point of contact for contract execution and overall project performance.
- Lead the development and implementation of assigned projects, ensuring alignment with NIH’s strategic goals.
- Manage project scope, objectives, work plans, schedules, and resource plans.
- Conduct regular project meetings, track progress, and analyze risks to ensure successful execution.
- Oversee project funding and burn rates, ensuring financial accountability and compliance.
- Ensure adherence to quality standards, reviewing project deliverables before submission.
- Facilitate the integration of vendor tasks and track vendor deliverables.
- Provide monthly status reports detailing contract milestones, deliverables, and key performance indicators.
- Participate in quarterly program management reviews, presenting key findings and performance updates.
- Maintain a robust Quality Control Plan, ensuring adherence to NIH policies and regulations.
- Bachelor’s degree in business, management, or a related field.
- Minimum of five (5) years of project management experience, preferably in federal contracting or administrative support services.
- Experience managing large-scale administrative support projects within government agencies or healthcare organizations.
- Ability to manage multiple stakeholders**, including NIH leadership, IT personnel, and administrative teams.
- Proficiency in project management software**, reporting tools, and Microsoft Office Suite.
- Experience in financial tracking, budgeting, and contract compliance.
- Ability to obtain and maintain a Public Trust clearance as required by NIH.
- PMP (Project Management Professional) certification.
- Experience working with NIH, HHS, or other federal health agencies.
- Familiarity with NIH Enterprise Directory (NED), Section 508 compliance, and federal acquisition processes.
- Strong analytical and problem-solving skills, with the ability to mitigate risks and resolve project challenges.
- Excellent communication and leadership skills, with experience presenting to senior executives.
- Knowledge of government property management (FAR 52.245-1) and IT asset tracking.
