Metrics LLC is seeking a skilled and experienced Program Manager to lead our efforts as we compete for a contract in support of the Government-Wide Category Management Program Management Office (GWCM PMO) for the U.S. General Services Administration (GSA). This remote position offers an exciting opportunity to contribute to the development and execution of strategies that advance the maturity and adoption of category management government-wide. The Program Manager will play a critical role in collaborating with GSA and OMB leadership, translating strategic priorities into operational plans, and ensuring successful implementation of the GSA's category management initiatives.

This position requires a minimum of 10 years of experience in Federal strategic sourcing and / or category management efforts, with at least three years of experience leading government-wide cross-agency programs and supporting category management implementations at both civilian and defense agencies. The successful candidate will possess demonstrated expertise in analyzing and improving government-wide spend data and supporting the development of government-wide category strategies.

Responsibilities :

• Collaborate with GSA and OMB leadership to establish strategic priorities and translate them into actionable operational plans.
• Lead the contractor team in delivering program management support to the GWCM PMO, ensuring alignment with government-wide category management objectives.
• Oversee the implementation of frameworks and processes to manage program improvements and change control, ensuring compliance with governance frameworks and policies.
• Develop and manage tracking tools for program tasks, reporting, and shared collaborative platforms, such as Google Drive and OMB MAX pages.
• Provide meeting facilitation and support, including agenda creation, briefing decks, documentation, and outcome tracking.
• Work closely with category managers and teams to coordinate and execute BIC reviews and assessments, ensuring compliance with reporting requirements.
• Engage with Federal agencies to promote the implementation of category management strategies and provide tailored support for their unique needs.
• Facilitate the institutional transfer of knowledge to government personnel and ensure seamless transitions during contract expiration.
• Maintain effective communication with the contracting officer and government representatives, ensuring prompt responses to inquiries and alignment with contractual obligations.
