Senior Programmer

Job Description

Metrics LLC is seeking a skilled and experienced Senior Programmer to lead our efforts as we compete for a contract to support the Department of Veterans Affairs Acquisition Academy (VAAA) Informatics and Program/Project Support (IPPS). This position plays a critical role in maintaining and enhancing the Single Source of Truth (SST) system, a vital tool used to streamline data collection, reporting, and management for the VAAA. The SST leverages a Microsoft SQL Server database and Tableau for visual data analytics, supporting data-driven decision-making across the organization. As Metrics LLC competes to secure this contract, we are committed to assembling a team of talented professionals who can deliver exceptional technical solutions and innovation. This position requires a minimum of **8 years of experience** in programming and a **Bachelor’s degree** in a related field.

Work will be performed primarily at the VAAA facility in Frederick, MD.

Responsibilities:

• Develop and modify web-based applications, client-server applications, and OS scripts for process automation using relational database management systems (RDBMS) and Structured Query Language (SQL).
• Implement and integrate commercial off-the-shelf (COTS) software into existing architectures to enhance system functionality.
• Plan, document, code, test, and implement computer programs while ensuring compliance with established standards and best practices.
• Perform analysis of program and production issues, identifying effective solutions to support operational efficiency.
• Collaborate with users to define system requirements, create program specifications, and develop tailored solutions to meet business needs.
• Document test conditions, create test data, execute program testing, and analyze results to ensure program functionality and reliability.
• Support the maintenance and development of data and process models, ensuring data integrity and security.
• Assist in the development and maintenance of project work plans and schedules, including resource allocation and timeline management.
• Provide technical expertise in tools such as Tableau, SharePoint, and MS Power Platform to support data visualization and analysis needs.
• Support the development and maintenance of VAAA’s web pages and SharePoint sites.
  
  

Requirements:

• Bachelor’s degree in a relevant field such as Computer Science, Database Management, or Information Technology.
• 8 years of experience programming, application development, and database management.
• Proficiency in Microsoft SQL Server, Tableau, and other data management and visualization tools.
• Experience with systems development methodologies, including planning, coding, testing, and implementation.
• Ability to analyze and design new or existing system enhancements based on user requirements and business goals.
• Demonstrated expertise in integrating COTS software into existing systems.
• Knowledge of access control, data security, and user-friendly interface design principles.
  
  

Preferred Qualifications

• 15 years of experience in developing, managing, and leading database applications that support system analytics and operational management.
• Advanced degree in Computer Science, IT, or a related field.
• Professional certifications in fields such as Data Analytics, SQL Server, or IT (e.g., Microsoft Certified: Azure Data Engineer Associate or Certified Tableau Professional).
• Experience with programming languages such as Python, Java, or C# for process automation and system integration.
• Familiarity with federal government or VA systems and processes, particularly in data management and analytics.
• Strong project management skills with experience working in multidisciplinary teams.
• Demonstrated ability to develop and deliver training materials and facilitate user training sessions.
