Job Description
Purpose: To secure pricing / Subcontractors to supply and build on large, complex work and all types of contracts.
Objective: Effectively manage bidding process for Subcontractors: phone contact, meetings, project walks, estimate/understand the buildings and site work cost based upon current market conditions, able to explain what is required and where the cost saving are in the methods currently being used, coach new subcontractors through bidding and contracting.
Goals: To understand projects prints, perform, and evaluate the take offs to enable cost bids for each project. Negotiate contract pricing based on past bids and the market. To understand the contracting process and contract subcontractors for the projects.

Knowledge:

- Thorough knowledge of multi-family construction practices;
- Ability to read schematics and blueprints and/or technical manuals;
- Technical knowledge of building components and their functions;
- Skill in organizing resources and establishing priorities;
- Skills in workflow analysis and management in pre-contract and contracting;
- Ability to gather data, compile information and prepare reports;
- Knowledge of local building codes and regulations;
- Budgetary constraints; Knowledge of budgeting and fiscal management principles and procedures;
- Knowledge of contract documents and specifications;
- Knowledge of site inspections and installations;
- Skill in the use of computers and related programs.
- Review and incorporate historical data from purchase orders, subcontracts, productivity analysis reports, etc. into per unit basis for future projects.
- Review proposal specifications, drawings, etc. to determine scope of work and required contents of bid/estimate.
- Provide takeoffs by thoroughly evaluating the plans.
- Insure all working documents and data are maintained to back-up bid/estimate figures.
- Preparation of inquiries and final evaluation of submitted bids as required.
- Track awarded vendors as required - may include estimating/pricing; procuring materials, etc.
- Perform additional assignments per supervisor’s direction.
- Maintain database of historical vendors for future contact/estimates.
- Evaluate products to align with the project specifications, or approve alternates provided.
- Support the efforts of the department in standardizing materials and installation practices to align with the overall budgets of Metro Development.
- Support the Metro Development environment that fosters teamwork and customer excellence.
- Prepares construction budget by studying plans and specifications; identifying and projecting cost for all scopes of work;
- Obtain bids from vendors and subcontractors by specified material or service; identifying qualified subcontractors;
- Negotiating prices for materials/labor for jobs;
- Support in maintaining cost keys and price masters by updating information;
- Resolves cost discrepancies by collecting and analyzing information;
- Work closely with development department to meet bidding/buyout deadlines;
- Interact with outside vendors in vendor development and maintaining pool of qualified vendors.
- Support the Purchasing Department / Manager
- Four-year business degree plus minimum 3-4 years personnel experience or equivalent combinations of training and related experience.
- Good interpersonal, communication, organizational, team building skills required.
- Efficient in Microsoft programs.
- Working knowledge of estimating soft wares utilized within the market.
