Alongside the clinical care, researchers and teachers from Metrocare’s Altshuler Center for Education & Research are advancing mental health beyond Dallas County while providing a critical workforce to the state.

General Description

The mission of Metrocare Services is to serve our neighbors with developmental or mental health challenges by helping them find lives that are meaningful and satisfying. We are an agency committed to quality gender-responsive, trauma-informed care to individuals experiencing serious mental illness, development disabilities, and co-occurring disorders. Metrocare programs focus on the issues that matter most in the lives of the children, families and adults we serve.

The Consumer Benefits Coordinator assists individuals with intellectual and developmental disabilities by helping them enroll and maintain eligibility in various federal, state, and supplemental benefit programs. This role involves conducting eligibility screenings, managing documentation, coordinating with service coordinators, and advocating for individuals throughout enrollment. This position ensures the processes run efficiently and effectively within agreed targets and policies and according to best practice standards.

Essential Duties And Responsibilities

The essential functions listed here are representative of those that must be met to successfully perform the job.

  • Assist individuals in applying for or obtaining enrollment into Medicaid, Medicare, SSI/SSDI, CHIP, Health Marketplace plans, and other relevant benefit programs.
  • Conduct telephone or on-site screenings to determine potential eligibility for benefits.
  • Verify data to support eligibility determination and ensure accuracy.
  • Complete written and electronic documentation accurately and promptly.
  • Maintain signed consents for services provided and ensure excellent documentation within the electronic medical record system.
  • Maintain consistent contact with consumers and follow up until the enrollment process is complete.
  • Coordinate with clinical staff to gather necessary information for benefit applications.
  • Advocate on behalf of consumers to appeal denied benefits as necessary.
  • Provide technical assistance to consumers in accessing benefits.
  • Interpret and explain rules, regulations, and policies for various benefit plans and programs to consumers.
  • Attend trainings on rules, regulations, work procedures, forms, and requirements.
  • Stay informed about changes in state and federal benefit policies and procedures.
  • Participate in administrative meetings and trainings as directed.
  • Ensure compliance with established policies and procedures.
  • Meet designated benchmarks and quality measures.
  • Maintain high integrity and confidentiality in all aspects of the job.
  • Performs other duties as assigned.

Qualifications

Education and Experience

  • Required: A bachelor's degree is required, along with 2 years of progressive experience.
  • Required: Two or more years of progressive customer service experience.
  • Experience and working knowledge of the eligibility and application process for Medicaid/Medicare, Supplemental Security Income, and Social Security Disability Insurance (SSI/SSDI) are preferred.
  • Experience and knowledge related to working with the disability population.
  • Preferred: Bilingual.

Mathematical Skills

  • Ability to work with reports and numbers.
  • Ability to calculate moderately complex figures and amounts to accurately report activities and budgets.
  • Basic math skills required.

Reasoning Ability

  • Ability to deal with standardized situations with only occasional or no variables.
  • Ability to function in a fluid environment and respond appropriately to changing priorities.
  • Ability to identify workflow issues and problem-solve..
  • Demonstrate high ethical standards in all professional relationships with all stakeholders, internal and external.
  • Ability to apply common sense understanding to carry out simple one or two-step instructions. Ability to deal with standardized situations with only occasional or no variables.

Computer Skills

  • Use computer, printer, and software programs necessary to the position (i.e., Word, Excel, Outlook, and PowerPoint).
  • Ability to utilize Internet for resources.

Certifications, Licenses, Registrations

  • CMS Certified Application Counselor (CAC) (within 1 year of employment)
  • Benefits Counseling Level 1 (within 1 year of employment)
  • Consumer Benefits Specialist certification (within 1 year of employment)
  • Current State of Texas Driver License or if you live in another state, must be currently licensed in that state. If licensed in another state, must obtain Texas Driver License within three (3) months of employment.
  • Liability insurance required if employee will operate personal vehicle on Center property or for Center business. Must be insurable by Center’s liability carrier if employee operates a Center vehicle or drives personal car on Center business. Must have an acceptable driving record.
