Regional Manager

The regional manager will be responsible for developing and implementing strategies that will maximize and assist in all aspects of the administrative, financial, capital and operations of the MetroPlains Management portfolio in their assigned region. Affordable housing experience is essential to the position.
Summary of Essential Duties and Responsibilities:
- Ability to prepare and develop budgets and real estate financial analysis related to projections of income and expenses, reserves. The regional manager will be required to prepare annual budgets in cooperation with the assistant regional manager and area manager. The regional manager is responsible to review and approve budgets before they are submitted for owner approval.
- Communicate, set property goals and direction with area managers and property managers.
- The regional manager is responsible for the general asset management to ensure that the owner's objectives are met - aesthetics, regulatory compliance, cash flow, and long-term value retention.
- The regional manager should be knowledgeable with Section 42, Section 8, and Rural Development regulations. Prior experience with these programs is preferred.
- Ensure that staff are trained, sites are reviewed, and action is taken if necessary, on failed compliance reports.
- Ensure that all monthly payments, late charges, and maintenance charges are collected when due. The regional manager should review operating reports to ensure that all charges, subsidy, rents, etc. are being collected in a timely fashion.
- The regional manager is held responsible for collections to meet budget projections.
- Regularly review all site costs to maintain the property, meet owner/resident expectations, and remain within budget projections. Ensure that staff are meeting those goals.
- Travel to properties and meet with staff and review operations at least quarterly or more often as needed for troubled properties.
- Review that staff are following correct marketing procedures for Fair Housing and MML procedures including educating the employees about the fair housing marketing plan requirements.
- Develop and implement a marketing plan with assistance of the sales and marketing department for properties that are experiencing high vacancies or properties that are in a lease-up.
- Prepare and monitor reserve requests as well as approve and coordinate funds on insurance claims.
- Ability to write performance reviews, performance improvement plans and take disciplinary action when needed.
- Ability to handle management and administrative duties and to work effectively with residents and staff.
- Ability to work independently, to organize work, to establish priorities, to follow defined procedures, and to follow through in the completion of tasks to meet established deadlines.
- Demonstrated ability to deal with stressful situations in a calm, organized and effective manner.
- Must have transportation and safe driving record as driving to properties is required.
- Other duties as assigned.
