Metro Transit a division of the Metropolitan Council is one of the country's largest transit systems, employs more than 3,000 people, and provides rides through an integrated network of buses, light rail and commuter trains, as well as resources for those who carpool, vanpool, walk or bike in the Twin Cities.

The Supply Chain Supervisor (Planning) will plan, organize, direct and supervise material planner staff in the inventory management of over 18,000 SKUs using the ROP/MOQ methodology.  This planning includes all the supplies, commodities and parts for Metro Transit's bus, rail and facility operations. They may also be responsible for supervising inventory control staff in the receipt, storage and distribution of supplies, commodities and parts for Metro Transit's bus, rail and facility operations. The position provides direct supervision over assigned personnel who primarily work Monday through Friday from 7AM to 3:30PM.  However, at times they may have to supervise inventory control staff who work 24 hours a day, 5 days a week, in 14 different locations throughout the Twin Cities.

This posting will establish a eight-month eligibility list for current and future openings.    
  • Coaches staff on their responsibilities with the planning, receipt, storage, distribution and issue of parts, supplies and commodities used by Metro Transit's six maintenance departments. To include forecasting, troubleshooting issues and collaborating closely with the Metropolitan Council’s Procurement Department and Metro Transit's six maintenance departments to ensure effective inventory levels are maintained and inventory is accurately accounted for.
  • Administers and ensures compliance with Metropolitan Council policies and procedures in personnel and safety management such as the Family Medical Leave Act (FMLA), Occupational Safety and Health Administration (OSHA), worker's compensation, personal protective equipment, harassment, etc.
  • Determines and allocates staff work schedules and overtime needs by interpreting and executing the Amalgamated Transit Union (ATU) Bargaining Agreement, Metropolitan Council Internal Audit Department guidance and Material Management procedures.
  • Trains and develops staff in the areas of inventory management, forecasting technology and techniques, material management, customer service, parts identification and computer software skills by identifying collective and individual needs, developing essential tasks, factoring all conditions available, and creating a standard of performance.
  • Uses multiple software programs such as Power BI, Crystal Reports, Microsoft Excel, Microsoft Access, Smart Forecast, PeopleSoft and HxGN to review the analysis of customer parts, supplies and commodities requirements; evaluates the data research, action plans and inventory levels of said parts, supplies and commodities.
  • Reviews the decisions reached by the Material Planners for specific stockrooms by developing reporting tools and then analyzing inventory levels.  Interpreting multiple factors such as demand, cost, availability and usage of parts to ensure customer concerns and market conditions are considered.
  • Explains policies, procedures and best business practices as they pertain to the requisition of parts, supplies and commodities.
  • Provide reliable, prompt and empathetic customer service, and establish relationships that promote teamwork and foster open communication between Material Management and all other Metro Transit Departments.
Any of the following combinations of experience in planning, scheduling and/or inventory management in a production environment/material management, warehousing distribution, inventory control and completed education in Supply Chain Management, Materials Planning and Control, Manufacturing Management, Industrial Distribution, or closely related field:

  • High school diploma/GED with eight (8) years of experience including one (1) year of experience in management, supervision or lead experience*.
  • Associate degree with six (6) years of experience, including one (1) year of experience in management, supervision or lead experience*. 
  • Bachelor’s degree or higher with four (4) years of experience, including one (1) year of experience in management, supervision or lead experience*. 
*Metropolitan Council Employees Only: Successful completion of any one of the following four Metropolitan Council Leadership/Supervisory training programs will substitute for lead/supervisory experience.  You must attach your certificate(s) as proof of completion of the program to your application.  Only completion of one of the four programs listed below will substitute credit (6 months or 1 year) for lead/supervisory experience.
 
Metro Transit Leadership Academy = 1 year
Project Management Development Program (12-month session) = 1 year
Project Management Development Program (6-month session) = 6 months
Four Learning Institute Certificates - You must obtain all four certificates listed below to receive credit for 6 months supervisory experience.
 
  • Leading Self-Personal Effectiveness Certificate
  • Leading Self-Communication Certificate
  • Leading Self-Business Skills Certificate
  • Leading Others-Preparing for Supervisor Certificate
License/Certification Requirements:  
  • The Association of Supply Chain Management (ASCM) - Supply Chain Warehousing certification is required within two years of employment.
What additional skills and experience would be helpful in this job (desired qualifications):
  • Experience working and/or supervising in multiple or varied locations and work shifts environment.
  • Experience as a material planner in a high volume refurbish/remanufacture environment.
  • Experience manipulating inventory in an automated inventory management system/enterprise asset management system.  
  • Experience with customer services skills and strong communication skills (listening, verbally and in writing).
  • Ability to promote an equitable, positive and respectful work environment that values culture and diversity among all employees.

Knowledge, Skills and Abilities:
  • Knowledge of training techniques in areas such as customer service, inventory accountability and material planning.
  • Knowledge of how bargaining agreements are used in practical terms such as the day-to-day operations of the Metro Transit/ATU Bargaining Agreement 
  • Knowledge of inventory accountability practices, auditing processes of inventory and stockroom security operations.
  • Skill in motivating, developing and directing employees as they work by effectively communicating information both verbally and in writing.
  • Skill in analyzing data to interpret trends, prepare reports, identify problems, recommend alternate plans of action and actively monitor progress against a project schedule, budget or material requirements.
  • Skill in performing a variety of duties, often changing from one task to another of a different nature while also performing under the stress of frequent interruptions and/or distractions.
  • Ability to coach and lead a diverse group working in multiple locations, 24 hours a day, who must balance every day the demands of customers against the responsible stewardship of the taxpayers' monies.
  • Ability to read, analyze and interpret common technical documents.
  • Ability to interpret and apply mathematics and statistical methods and procedures gained through professional educational training.

What your work environment would be:  Work is performed in an office and stockroom located in a maintenance garage setting. May require travel between primary work site to other sites. Frequently exposed to working near moving parts and equipment, fumes or airborne particles.  May have to work irregular hours and days on occasion while performing supervisory duties.
