Job Summary:
Under the general supervision of the Assistant Director of Procurement & Contract Administration, performs procurement functions in compliance with federal, state, and local law and the Agency’s procurement policies and procedures.
Duties and Responsibilities
Essential Functions
- Prepares formal and informal bid specifications; determines vendors to be solicited; invites bids.
- Enforce the Agency’s procurement policies. Recommend changes as necessary.
- Draft formal advertising for bids and purchase goods or services with the Assistant Director of Procurement & Contract Administration. Ensure that contracting and purchasing activities comply with federal and state law, HUD requirements, and the Agency’s policies and procedures.
- Conducts the initial review and analyzes quotations and bids for prices and consistency with specifications. With the approval of the Assistant Director of Procurement & Contract Administration, award bids to vendors and issue purchase orders.
- Issue emergency purchase order numbers to authorized personnel based on the nature of the emergency.
- Expedite shipments and deliveries by following up with vendors.
- Prepare open-end order contracts and releases, review releases, and prepare change orders.
- Maintain vendor files and the Agency commodities catalog.
- Prepare reports of purchasing activities and provide information to departments within the Agency as required.
- Assist in the maintenance of the materials inventory system as requested.
- Assist in the development and implementation of fixed assets inventory.
- Maintain all purchasing records and files per the Agency’s procedures, HUD requirements, all applicable state and local laws, and sound business practices.
- Participate in audits and reviews of procurement and inventory systems and assist in preparing responses to any related audit findings.

Employment Standards
Preferred Education and Experience Required
- Bachelor’s degree in business, supply chain, finance, economics, or a relevant field.
- Three (3) to five (5) years of experience in procurement and contract administration.
- Strong understanding of procurement principles and practices.
- Knowledge of federal, state, and local contract laws and regulations.
- Excellent negotiation and communication skills.
- Proficiency in contract management software and systems. Experience with Yardi is preferred.
- Ability to work independently and as part of a team.
- Strong analytical and problem-solving skills.
- Ability to manage multiple priorities and meet deadlines.
- Required certification: The selected candidate will be expected to be within (12) twelve months of hire to obtain a Certified Public Procurement Officer (CPPO) or Certified Professional Public Buyer (CPPB) designation.
- Experience with procuring residential construction and maintenance services is preferred.

General office equipment and automobiles. Computer equipment and project management software. Skilled in Microsoft Word, Excel, PowerPoint, and other Microsoft software. Preference for Yardi experience.
