This position Engineer 3 leads Choose How You Move (CHYM) initiative with the Nashville Department of Transportation& Multimodal Infrastructure (NDOT). CHYM is 30-year referendum that focuses on Sidewalks, Signals and Safety. The Engineer 3 would assist with program oversight of CHYM and lead the NDOT CHYM design team with responsibilities to include staff management, contract management, scoping, plan review and approval, and growing in-house design capabilities. This position will follow our Vision Zero initiative in providing safe streets for all modes of transportation, preparing CHYM projects for great design using NDOT manuals, monitoring project budgets under CHYM and making decisions to meet budget and timeline. The incumbent will also be responsible for planning, organizing, and overseeing a broad variety of complex professional engineering functions. The candidate may serve as on other projects related to CHYM, and would be responsible for handling, in a largely independent manner, all complexities and facets of their assigned work. Performs related duties as required.
The Department of Transportation and Multimodal Infrastructure delivers a range of services, and the nearly 400 employees work around the clock to ensure a multimodal system that offers choice and better connects neighborhoods, residents, businesses and visitors to the place that they need and want to go to in a safe manner. These employees are responsible for over 2,200 miles of public roadways and rights-of-way, over 6,000 streets, over 300 bridges, 835 traffic signals and over 1,200 miles of bike/sidewalk lanes and much more. Big events in Nashville consist of CMA Festival, Stanley Cup Finals, Titans games, and any number of special events. These require big preparation and big clean-up, and the Nashville Department of Transportation employees are up for the challenge.
- Develops standards, criteria, policies, and overall long-range plans for infrastructure development and delivery.
- Manages the designs of major projects as they progress beginning in planning and through construction.
- Evaluates efficiency and cost effectiveness of infrastructure projects.
- Prepares, assists, and advises in preparation and review of CHYM budget.
- Supervises or provides in-house contract administration services from initial approvals, right-of-way acquisitions, and advertisements through final inspection and closeout on CHYM projects.
- Interprets and enforces local, state, and federal regulations affecting CHYM projects and initiatives.
- Prepares various reports.
- Reviews and applies for federal grant applications.
- Represents department at various meetings concerning CHYM.
- Provides advice and problem-solving expertise on especially difficult engineering problems in area of specialty.
- Coordinates the activities of consultants in development and implementation of CHYM delivery projects.
- Presents information on CHYM projects to internal and external stakeholders and serves as the subject matter expert.
- Confers with contractors on project progress.
- Manages projects through a capital management system from initiation to completion.
- Performs supervisory duties related to the selection, training, work assignment and evaluation of employees within the work unit, which may include other engineers, inspectors, and clerical staff.
Bachelor’s degree in engineering from an accredited college or university and eight (8) years of progressively responsible post degree engineering experience, including four (4) years as a licensed Professional Engineer.

A Professional Engineering License and eight (8) years of engineering experience, including two (2) years as a professional engineer.

LICENSES REQUIRED:
A Professional Engineering License from any state is required to apply for this position; however, the Tennessee Professional Engineering License must be obtained prior to completion of the probationary period.
Failure to obtain the Tennessee Professional Engineering License will terminate employment.

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.
- At least four (4) years of verifiable professional engineering experience
- PMP Certification Preferred
- Knowledge of TDOT Specifications and Guidelines
- Knowledge of NDOT’s manuals, specifications and guidelines for building projects.
- TDOT Local Programs Training for Consultant Engineering Inspection/ Local Government Manual and Right-of-Way
- Knowledge of construction contract administration/management
