Under the direction of the Assistant Director of Rental Assistance, to provide lead support to staff who determine the eligibility of applicants and participants for all programs administered by the Rental Assistance Department; to provide support in various procedures relating to initial eligibility, initial lease-ups, re-examinations, transfers, terminations, reporting of program activity and do related work as required. • Serves as team leader and is the supervisor’s primary point of contact for questions and issues related to the assigned team;
• Ensure all appointments are covered in the event of unscheduled absence(s). Coordinate workflow of Specialists in regard to interviews, initial eligibility, vouchers issued, new move-ins, annual re-exams, interim re-exams, relocations and move-outs. Assist specialists when necessary.
• Receive inquiries from participants where attempts to resolve issue or contact Specialists or FSS Coordinators have failed.
• Provide guidance and technical support for assigned Specialists and FSS Coordinators - program issues and computer software issues.
• Track and Report on the Workflow of Specialists and FSS Coordinators– when/how interviews are scheduled; when/how initial eligibility is determined; when/how vouchers are issued; when/how new move-ins are processed; when/how annuals and interims are completed; when/how relocations are processed; and when/how move-outs are processed.
• Monitor Specialists and FSS Coordinators for compliance with policy and procedures, noting the results on Quarterly Evaluation form.
• Receive inquiries from participants where attempts to resolve issue or contact Specialists or FSS Coordinators have failed.
• Provide guidance and technical support for Specialists and FSS Coordinators - program issues and any computer software issues.
• Monitor assigned tasks to Specialists and FSS Coordinators for accurate and timely completion, noting both compliance and non-compliance.
• Issuing warnings, reprimands, or administrative errors, if necessary, when Specialists or FSS Coordinators fail to comply with policy, procedures, or a reasonable request of a supervisor.
• Document outstanding performance or service when Specialists or FSS Coordinators are complimented by clients or perform above and beyond normal duties
• Addresses questions, issues or inquiries from customers directed to assigned team;
• Plans assigned team activity and adjusts workflow assignments as needed initiates steps necessary to verify income, assets and expenses of applicants and participants;
• Calculates subsidy amounts to be paid on behalf of a family;
• Updates files as necessary;
• Produces and sends required notices;
• Conducts briefings;
• Works with outside agencies to implement the transition of residents under the portable HCV. Collects required information and accurately complete appropriate forms;
• Sets up portability billing in the system to ensure payment to the initial PHA. Processed incoming billing from other PHA to ensure the correct rent is paid on behalf of the tenant. Makes appropriate changes/updates timely and accurately;
• Processes Request for Tenancy Approval and changes to lease, if necessary; initiates inspection requests, if necessary
• Monitor tasks assigned to Specialists and FSS Coordinators for accurate and timely completion, noting both compliance and non-compliance.
• Report to supervisor when Specialists or FSS Coordinators fail to comply with policy, procedures
• Coordinates the execution of leases and Housing Assistance Payments Contracts;
• Updates computer in order to release or stop Housing Assistance Payments;
• Assists in the collection of data for rent reasonableness, utility costs, and general market data; assists in owner and family disputes;
• Determine briefing dates for the following month based on number of vouchers anticipated to be issued (Intake and Leasing).
• Compiles reports as needed; works closely with management in developing policies or procedures;
• Performs other related duties.REQUIRED EDUCATION, EXPERIENCE AND LICENSES:
Bachelor’s degree in Business Administration, behavioral science or related field plus five (5) years of increasingly responsible experience in federal subsidized housing programs; Candidates with experience in the Housing Choice Voucher (HCV) Tax Credit (LIHTC) or other subsidized program is preferred

LICENSE REQUIRED
Valid Tennessee driver’s license, must obtain HCV program certification within six (6) months of hire date;REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Behavioral Skills:
Strong knowledge of subsidized housing rules and regulations; knowledge of Housing and Urban Development rules and regulations; knowledge of landlord and tenant rights; knowledge of rental and homeownership principles; ability to communicate effectively both orally and in writing with applicants, participants, landlords, lenders, other housing providers, and other members of the public; ability to perform mathematical functions accurately; ability to follow and maintain instruction; strong organizational and planning skills.
Technical Skills:
Strong analytical skills; ability to manage time effectively and meet critical deadlines; ability to prepare reports and other written material; ability to establish and maintain effective working relationships; ability to be tactful, discreet, and non-judgemental; and knowledge of data systems such as Yardi, PIC and Excel and proficient with Microsoft Office
Physical Skills:
The willingness and mental and physical ability to perform the duties involved in this classification. Ability to perform work with or without an accommodation that requires sitting, standing, and walking, dexterity of hands and clarity of vision, speech and hearing and powers of observation; other physical duties as required.
