Position Description

The Health Manager 1 (HM1) for the Opioid System of Care is a pivotal leadership role dedicated to managing and coordinating a multidisciplinary team addressing opioid use disorder (OUD) in Nashville/Davidson County. In this position, you'll oversee daily operations, supervise staff, implement programs, and ensure thorough data reporting to deliver effective prevention, harm reduction, treatment, and recovery services. You'll work closely with the Public Health Manager (HM2) to align the program with department goals and grant requirements. Typical Duties

Team Leadership & Supervision
  • Supervises and manages all Opioid System of Care team members, including conducting interviews, trainings, and performance evaluations.
  • Provides ongoing guidance, mentorship, and support to staff to ensure successful program implementation.
  • Fosters a collaborative and accountable team environment to deliver high-quality services.
Program Oversight
  • Oversees day-to-day operations of the Opioid System of Care, ensuring efficient workflows and service delivery.
  • Develops and implement policies and procedures to guide program operations and meet departmental goals.
  • Ensures all program activities align with evidence-based practices and grant requirements.
Data Management & Reporting
  • Tracks and analyze program metrics to assess performance and outcomes.
  • Compiles and submits accurate monthly reports, including key metrics such as referrals, service utilization, and program impact.
  • Works with the team and contracted providers to gather and report data in compliance with grant requirements.
Community Collaboration
  • Serves as a liaison between the Opioid System of Care and community stakeholders, including treatment providers, recovery organizations, and government agencies.
  • Collaborates with partners to address service gaps and ensure seamless care coordination for individuals impacted by opioid use disorder.
  • Represents the program in community meetings, stakeholder engagements, and advisory panels.
Strategic Program Development
  • Supports the development and expansion of the Opioid System of Care framework, incorporating innovative approaches and addressing emerging trends.
  • Assists in identifying funding opportunities, preparing grant proposals, and managing existing grants.
  • Participates in long-term planning to enhance program sustainability and community impact.

Minimum Qualifications

  • Bachelor’s degree in Public Health, Social Work, Health Administration, or a related field (Master’s degree preferred).
  • At least 2 years of experience in public health, behavioral health, or substance use services, with 1 years in a leadership or supervisory role.
  • Strong knowledge of opioid use disorder, harm reduction strategies, and recovery-oriented systems of care.
  • Experience with program development, data management, and reporting processes.

Metro offers a generous core benefit package to eligible employees who are regularly and consistently working 20 or more hours per week. Insurance and benefit coverage is effective the first of the month after the employee has worked 30 days. Employees can change their benefits within 60 days of an eligible change in status or during Annual Enrollment. Metro also offers optional benefits from which the employee may choose. Paid leave: (Full-time employees)

  • Vacation: 20 vacation days a year
  • Holidays: 12 holidays per year (Courts may be different)
  • Sick leave: 12 days of sick leave per year
  • Personal leave: 3 days per year
  • Other leaves: Judicial leave, military leave, bereavement leave
  • Normal Pension for Sworn- Age 53 with 22 years service; Civilian Pension - Age 60 with 25 years service
