This position is located in the Metropolitan Police Department (MPD), Technical & Analytical Services Bureau (TASB), Records Division, Firearms Registration Branch. The incumbent is responsible for conducting various functions related to the issuance of Firearms Registrations and Concealed Carry Pistol Licenses. This position involves a variety of functions to include dealing with the public, conducting criminal history checks, administrative investigations and other related processing and regulatory requirements.
This Compliance Specialist position is covered under the National Association of Government Employees (NAGE) bargaining unit and you may be required to pay an agency fee through direct payroll deductions.
The incumbent will be responsible for the following:
- Conduct WALES/NCIC and any other available criminal history system checks for applicants seeking registration, licensure and/or licensure renewal.
- Develop, plan, and conduct administrative investigations into backgrounds of applicants.
- Prepare comprehensive reports for use in the review process that determines if the involved licensee acted within applicable policies.
- Develop an appropriate investigative strategy to identify relevant background information; collects information from a variety of systems and sources; devises a plan of inquiry to obtain essential facts through records, documents, analysis and research.
- Conduct interviews and prepares correspondence, factual memoranda of findings, and summaries which may be used in hearings or trials, prepares memoranda recommending administrative action. Conducts studies of statistical data to determine applicable trends for reporting higher. Determines the most effective and efficient manner for planning, developing and conducting investigations within strict time constraints.
- Establish and maintain a document tracking database of all investigations conducted.
- Prepare written reports of all investigative activities.
- Attend and participate in required meetings.
- Performs other related duties as assigned.
Qualifications
- Knowledge of the District of Columbia Municipal Regulations related to firearms registration, licensing and gun mandates and violations of regulations and laws.
- Comprehensive knowledge of principles, techniques, rules, laws and regulations governing matters handled by Firearms Registration Branch.
- Knowledge of the department's organizational structure, policies, procedures, rules, and regulations.
- Knowledge of investigative practices and techniques.
- Knowledge of and ability to conduct investigations into complaints.
- Knowledge and ability to use Microsoft (Word, Excel, and PowerPoint) and other office software as needed.
- Ability to interview, follow leads, research records, interpret results, evaluate data, analyze and make recommendations and decisions.
- Ability to prepare reports in a clear, concise, logical and objective manner and present the results in both written and oral formats.
- Ability to handle a brisk paced/mid-level stress environment which includes prioritizing tasks, time/case management.
- Skill to interpret and apply rules, regulations, policies, and procedures.

Education
High School Diploma or equivalent.
Work Experience
Must have at least one (1) year of specialized experience as an Investigator or Examiner equivalent to a least the CS-11 grade level, or its non-District equivalent, gained from the public or private sector. Specialized experience includes, but is not limited to: understanding principles, techniques, rules, laws and regulations governing firearms background investigations; handling a fast paced/high level stress environment which includes prioritizing tasks, time/case management; operating technology systems and Microsoft Office Suite; interpreting and applying rules, regulations, policies and procedures; the ability to interview, follow leads, research records, interpret results, evaluate data, analyze and make recommendations and decisions; prepare reports in a clear, concise, logical and objective manner and present the results in both written and oral formats.

Involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting rooms, on scene and in the field.

The Metropolitan Police Department is a 24-hour, 7 days a week operation. Your position is “essential” OR “emergency” and subject to rotating shifts, to include weekends and holidays.
This position is deemed as “Security Sensitive” pursuant to Chapter 4 of the D.C. Personnel Regulations, in addition to the general suitability screening and criminal background check (pre-employment and periodic), individuals may be subject to the following checks and tests:
a. Traffic record check (as applicable);
b. Pre-employment drug and alcohol test (as applicable);
c. Consumer credit check (as applicable);
d. Reasonable suspicion drug and alcohol test;
e. Random drug and alcohol test;
f. Return to duty or follow-up drug and alcohol test; and
