This position is located in the Metropolitan Police Department (MPD), Homeland Security Bureau, Real Time Crime Center (RTCC), Research and Analytical Services Branch (RASB).

The Crime Analyst is responsible for analyzing, visualizing, and mapping crime data from MPD and other public safety sources including MPD’s Records Management System (RMS) and OUC’s Computer Aided Dispatch (CAD) to support command staff with crime trends awareness, deployment and tactical decision making. The Crime Analyst also combines quantitative and qualitative research methods to develop strategic reports on themes self-initiated or assigned.

The analyst follows established procedures and produces deliverables in a timely fashion with minimal error; incrementally improves procedures and deliverable design; produces a significant volume of self-initiated work; and builds a trusted partner relationship with command staff.

This Crime Analyst position is covered under the National Association of Government Employees (NAGE) bargaining unit and you may be required to pay an agency fee through direct payroll deductions.

This incumbent will be responsible for the following:

  • Develops statistical summary reports, graphs, charts, and maps covering crime trends and patterns within specified time frames and geographic boundaries (e.g. neighborhood, District, PSA, Ward, and Citywide), some of which are updated on a periodic basis (e.g. daily, weekly, monthly, quarterly, seasonally, and annually) for officials within the Department.
  • Applies advanced mapping techniques to provide research and analysis at any level of geography and depicts observations including change in crime rates and characteristics over time.
  • Constructs presentations and dashboards that include computer-aided visualizations from software products such as ESRI ArcGIS Map, MS Excel, MS PowerPoint, Tableau, etc.
  • Conducts increasingly complex statistical modeling of police data to develop insights on crime trends, crime projections, and supporting information necessary for effective presentation.
  • Recommends design and process improvements for the team’s analytical products and deliverables.
  • Provides analysis that assists in the deployment of manpower and the initiation and evaluation of tactical responses to high crime areas.
  • Provides analysis that assists in preparing necessary materials and delivers presentations of current crime trends and patterns for command staff meetings.
  • Provides analysis that assists in preparation for community meetings and the promotion of community problem solving.
  • Prepares detailed factual, analytical, and narrative reports which include times, dates, location and other detailed information related to criminal activities and other areas being researched.
  • Reviews and analyzes suspect information and criminal history for internal Metropolitan Police Department support units, including but not limited to specialty and investigative units.
  • Documents data sources, maintains and organizes detailed records and files of assigned tasks and materials produced.
  • Participates in interagency communications such as meetings, briefings, task forces, and bulletins to share and develop cooperative data or actively support surrounding jurisdictions.
  • Pursues developmental opportunities relevant to tactical analysis of geographic locations and crimes that occurred in specific areas.
  • Participates in and may design and conduct developmental cross-training.
  • Performs other related duties as required.

Qualifications

  • Knowledge of principles, theories and techniques of crime and intelligence analysis in order to conduct problem-solving; to research and to analyze information; and to draw sound logical conclusions.
  • Familiarity with a law enforcement environment to include reading and interpreting police reports, familiarity with chain of command and dealing appropriately with confidential information.
  • Strong ability to communicate effectively through oral presentation, written reports and visual tools such as maps, charts and graphs.
  • Familiarity with crime analysis or law enforcement or criminology.
  • Experience evaluating, analyzing and summarizing electronic data through the use of database, statistical, and mapping tools.
  • Knowledge sufficient to apply and conduct statistical computations such as spatial and temporal event series, projections, and time series regression modeling.
  • Ability to teach the foundational concepts and practical application of regression analysis to other analysts.
  • Ability to independently establish, deepen, and maintain effective working relationships with managers, City officials, representative of other law enforcement agencies, co-workers, and the general public.
  • Ability to interpret oral, written, mathematical, statistical or technical information and data dealing with variables to identify, analyze, and produce management reports.
  • Ability to operate a personal computer and to utilize Microsoft Excel, Microsoft Access, and Microsoft PowerPoint as well as complex analytical software such as ArcGIS, i2, Analyst Notebook, and Veritracks; worldwide internet, and any other relevant sources.
  • Ability to query and summarize raw data from MPD data sources such as RMS, Computer Aided Dispatch and Criminal Justice Information System, COLUMBO, JUSTIS, and COGNOS.

Education

A Bachelor’s or Master’s Degree is preferred, including at least some quantitative coursework, or an equivalent combination of education, training, and experience.

Work Experience

Applicants must have at least one (1) year of specialized experience equivalent to at least the CS-9 grade level, or its non-District equivalent, gained from the public or private sector. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position directly related to the position.

  • Experience or education in principles, theories and techniques of crime and intelligence analysis.
  • Experience evaluating, analyzing and summarizing electronic data through the use of database, statistical, and mapping tools.
  • Applying and conducting statistical computations such as spatial and temporal event series, projections, and time series regression modeling.
  • Interpreting oral, written, mathematical, statistical or technical information and data dealing with variables to identify, analyze, and produce management reports.

Work Environment

Work is primarily performed in an office setting. Occasionally, rides along with MPD officers to become better acquainted with specific Police Service Areas and tactics. Occasionally, travels to conferences or to visit other City agencies.

Promotion Potential: Promotional potential to the grade 12

The position may be considered an “Essential” position. This position is part of a 24/7 operation and is subject to non-traditional work hours including rotating shifts, shift works, and working weekends and holidays.

This position is deemed as “Security Sensitive” pursuant to Section 410 of Chapter 4 of the D.C. Personnel Regulations, in addition to the general suitability screening, individuals applying for or occupying security sensitive positions are subject to the following checks and tests:

a. Criminal background check;
b. Traffic record check (as applicable);
c. Consumer credit check (as applicable);
d. Reasonable suspicion drug and alcohol test; and
e. Post-accident or incident drug and alcohol test.

A background investigation, to include a criminal, traffic and credit check are required for positions with the Metropolitan Police Department.

The incumbent is required to possess and maintain a valid motor vehicle operator’s permit.
