This position is located in the Metropolitan Police Department (MPD), Technical Services Bureau (TSB) Evidence Control Division (ECD), Equipment & Supply Branch (ESB). The Program Manager (Supply) serves as the principal authority for managing and coordinating supply chain operations, as well as staff training and development within the Evidence Control Division. This role involves overseeing the planning, acquisition, inventory management, and distribution of critical equipment and supplies to ensure seamless operational support, as well as the development of staff working within the unit. The Program Manager provides strategic direction, supervises personnel, and ensures compliance with all relevant policies and regulations.

The incumbent will be responsible for the following:

  • Leads, develops, and implements comprehensive supply chain programs to support organizational goals.
  • Establishes short- and long-term objectives for procurement, inventory control, and distribution activities.
  • Monitors program performance and makes adjustments as needed to improve efficiency and outcomes.
  • Oversees the procurement process, ensures compliance with applicable regulations and best practices.
  • Directs inventory control processes to maintain optimal stock levels, reduce waste, and address supply shortages.
  • Evaluates and approves major purchases, contracts, and vendor relationships.
  • Supervises the receipt, storage, and distribution of equipment and supplies to internal and external stakeholders.
  • Ensures the timely fulfillment of supply requests and the resolution of logistical issues.
  • Implements strategies to optimize supply chain workflows and reduce operational costs.
  • Develops and enforces policies, procedures, and guidelines for supply chain operations.
  • Identifies any inefficiencies and leads initiatives to modernize and improve supply management processes.
  • Ensures compliance with all organizational, federal, and local regulations.
  • Supervises and manages a team of supply chain professionals, providing guidance, training, and mentorship.
  • Conducts performance evaluations and foster professional growth among team members.
  • Promotes a culture of collaboration, accountability, and continuous improvement.
  • Prepares and presents detailed reports on supply chain performance, procurement activities, and inventory levels.
  • Uses data analytics to forecast supply needs and plans for future operational requirements.
  • Provides recommendations to leadership based on trends and performance metrics.
  • Serves as the primary liaison between the Equipment and Supply Branch and other organizational units.
  • Engages with stakeholders to assess supply needs, address challenges, and ensure satisfaction with services provided.
  • Represents the branch in meetings, negotiations, and other forums related to supply chain management.
  • Develops training programs and related materials for supply technicians and sworn personnel.
  • Performs other related duties as needed.

Licensures, Certifications and other requirements:

The incumbent must possess and maintain a valid US driver’s license.

Education:

High School Diploma or its equivalent required. Bachelor’s Degree preferred.

Work Experience:

Applicants must have at least one (1) year of specialized experience equivalent to the MS-12 grade level, or its non-District equivalent, gained from the public or private sector. Examples of specialized experience for this position include, but not limited to: experience in applying supply chain & inventory management procedures and techniques; developing and implementing office administrative and management practices and procedures; applying project/program management techniques and methods; ability to organize, plan and effectively multi-task in a fast-paced environment and problem solve issues; experience in using office automation to create and edit documents, and the ability to communicate in a clear and concise manner and provide instructions; develop and provide training and experience supervising and leading others.

A bachelor’s degree from an accredited college or university is preferred.

Demonstrated advanced experience and knowledge of supply management policies, procedures and techniques.

Knowledge of and the ability to create, maintain, present, and/or justify program budgets and supervise the expenditure of appropriated funds.

Ability to analyze data effectively and generate comprehensive reports for the presentation of information in a clear and concise manner.

Ability to communicate clearly and effectively in a variety of mediums to all levels of employees.

Ability to establish and maintain effective working relationships with officials, managers, employees and vendors.

Ability to supervise and train others.

Work Environment:

Work location is in an office environment. Work is sedentary and may require walking and standing in conjunction with travel and attendance at meeting and conferences away from the work site and carrying light items, such as laptops, papers, books, small parts, and driving an automobile.

Other Significant Factors:

The Metropolitan Police Department is a 24-hour, 7 days a week operation. Your position is emergency and subject to rotating shifts, to include weekends and holidays.

This position is deemed as Security Sensitive pursuant to Chapter 4 of the D.C. Personnel Regulations, in addition to the general suitability screening and criminal background check (pre-employment and periodic), individuals may be subject to the following checks and tests:

a. Traffic record check (as applicable);
b. Pre-employment drug and alcohol test (as applicable);
c. Consumer credit check (as applicable);
d. Reasonable suspicion drug and alcohol test;
e. Random drug and alcohol test;
f. Return to duty or follow-up drug and alcohol test; and
g. Post-accident or incident drug and alcohol test.

The incumbent is required to possess and maintain a valid motor vehicle operator’s permit.

This position is “At Will”. At will employment applies to the Management Supervisory Service (MSS). All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. This position is not in a collective bargaining unit.

If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
