This position is located in the Metropolitan Police Department (MPD), Homeland Security Bureau (HSB), Real Time Crime Center (RTCC), Investigative Support Section. The incumbent serves as the supervisor of the Investigative Support Section, which provides investigative support and conducts criminal research.

The incumbent will be responsible for the following:

Serves as the supervisor to assure that the work of the team is carried out by performing a range of coordinating and supportive duties and responsibilities.

Utilizes a variety of coordinating, coaching, facilitating, consensus-building and planning techniques. These types of work methods and knowledge, skills and abilities (KSAs) are alternatives to traditional supervision which enable the team as a whole to deliver improved quality, quantity and timely services and/or work products to their customers.

Distributes and balances the workload among employees in accordance with established workflow or job specialization, assures timely accomplishment of the assigned workload, and assures that each employee has enough work to keep busy.

Keeps in touch with the status and progress of work, and makes day-to-day adjustments in accordance with established priorities.

Estimates and reports on expected time of completion of work, and maintains records of work accomplishments and time expended and prepares production reports as requested.

Instructs employees on specific tasks and job techniques and make available written instructions, reference materials and supplies.

Amends or rejects work not meeting established standards; refers to supervisor questions or matters not covered by standards and problems in meeting performance standards.

Researches and obtains data and information from automated and manual resources and networked databases in direct support of investigations.

Reviews, assigns, and prioritizes requests for investigative assistance, and determines the appropriate procedure and protocols in order to initiate the collection and dissemination of the investigative information in a timely manner and designated format.

Summarizes, disseminates, and/or exchanges investigative information to authorized personnel, law enforcement agencies and criminal information networks.

Ensures members of the unit maintain the proper security and confidentiality of all information created or encountered for the purpose of complying with federal and local laws and regulations concerning access to and dissemination of criminal information.

Communicates with command staff, field investigators and criminal intelligence officers via radio or telephone in an office setting to assist in identifying and locating suspects and potential witnesses, obtaining and providing information useful to investigators, such as surveillance data, criminal histories, credit histories, financial assets and places of residence and employment, using various restricted access resources.

Reviews information from surveillance videotapes and audio records, copies videotapes and assists in creating images in the picture database.

Ensures members of the unit have access to and are able to capably operate technologically advanced video systems and computer applications, including, but not limited to CCTV (crime cameras), automated license plate readers (LPR), Shotspotter, JUSTIS, WALES II, NCIC, Columbo, Mugshot Retrieval, TLO, iLeads, etc.

Creates, maintains and updates spreadsheets, databases, files and networks and ensures their security, confidentiality and integrity.

Prepares summary reports and other documents for command staff, detectives and investigators. May be required to testify in court.

Identifies and recommends the development and training of staff members.

Conducts training and orientation for new employees in using automated and manual resources of investigative information, evidence materials and surveillance tapes.

Ensures work is completed in a consistent, comprehensive, accurate, and efficient manner.

Ensures that requests for information and documents are completed in a timely manner.

As needed, may represent the MPD on internal and external task forces established to review and resolve public safety problems.

Ensures the timely delivery of the projects/tasks assigned to the unit.

Monitors and tracks assignments for the delivery of investigative analysis information products.

Crafts annual performance plans and completes the evaluation of employee performance.

Performs other related duties as assigned.

Education:

High School Diploma or its equivalent is required. Bachelor's degree preferred.

Work Experience:

A minimum of one year of experience equivalent to the next lower grade level or equal private sector experience that has equipped you with the experience to perform the duties of this position. One year of prior management/leadership experience required.

Work Environment:

Work location is in an office environment. Work is sedentary and may require walking and standing in conjunction with travel and attendance at meeting and conferences away from the work site and carrying light items, such as laptops, papers, books, small parts, and driving an automobile.

Other Significant Factors:

Ability to effectively supervise subordinates to accomplish the bureau’s mission and program priorities; track and manage the distribution of work assignments and ensure timely delivery; and evaluate their quality of work and job performance. The position requires skill in problem-solving and identification and allocation of work to staff, managing multiple tasks, while simultaneously monitoring and tracking staff assignments.

Knowledge of program management, strategic planning, and quality management practices to measure and improve effectiveness and efficiency.

Knowledge of District of Columbia and federal laws relating to law enforcement issues as well as MPD directives and policies in order to plan and execute investigations agency-wide in scope.

Skill in effective written communications regarding highly complex criminal investigations and related issues to meet the program's mission needs.

Ability to communicate operational and investigative activities that are controversial and sensitive in nature.

This position is considered an Emergency position. The position is part of a 24/7 operation and is subject to non-traditional work hours including rotating shifts, shift work and working weekends and holidays.

A background investigation including criminal history, traffic and credit checks is required for positions within the Metropolitan Police Department.

This position is deemed as “Security Sensitive” pursuant to Chapter 4 of the D.C. Personnel Regulations, in addition to the general suitability screening and criminal background check (pre-employment and periodic), individuals may be subject to the following checks and tests:
a. Traffic record check (as applicable);
b. Pre-employment drug and alcohol test (as applicable);
c. Consumer credit check (as applicable);
d. Reasonable suspicion drug and alcohol test;
e. Random drug and alcohol test;
f. Return to duty or follow-up drug and alcohol test; and
g. Post-accident or incident drug and alcohol test.

The incumbent is required to possess and maintain a valid motor vehicle operator’s permit.

This position is “At Will”. At will employment applies to the Management Supervisory Service (MSS). All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. This position is not in a collective bargaining unit.
