This position is located in the Metropolitan Police Department (MPD), Technical Services Bureau (TSB), Evidence Control Division (ECD). The Supervisory Evidence and Property Control Specialist is responsible for overseeing the secure storage, safekeeping, processing, and retrieval of evidentiary and personal property. This role manages warehouse operations for Drugs, Money, Guns, and Satellite Offices, supervising staff, ensuring compliance with legal standards, and implementing theft prevention measures.

The incumbent will be responsible for the following:

  • Supervises and oversees the intake, storage, and retrieval of evidence and personal property, ensuring security and chain-of-custody compliance.
  • Manages daily operations for warehouse intake, property requests, and Central Evidence Unit (CEU) pick-ups.
  • Develops and implements short- and long-term strategies to improve efficiency and productivity.
  • Adjusts staffing levels and work distribution to meet operational demands.
  • Ensures proper evidence handling for legal proceedings, including property viewings, jury deliberations, and court-ordered releases.
  • Liaises with the Assistant United States Attorneys (AUSA), Office of the Attorney General (OAG), law enforcement agencies, and court personnel to facilitate property retrieval and legal compliance.
  • Oversees decentralized satellite office teams, ensuring proper handling of district and court property.
  • Maintains and controls the EvidenceOnQ system, ensuring accurate property tracking and documentation.
  • Evaluates employee performance, completes e-Performance documents, and approves or denies training requests.
  • Develops and implements theft prevention measures, particularly for money, valuables, and high-risk property.
  • Coordinates disposal efforts for drugs and weapons, ensuring compliance with legal and procedural requirements.
  • Provides training and mentorship for new and existing employees on evidence control procedures.
  • Acts as a liaison between ECD central operations, MPD satellite offices, and other law enforcement or judicial agencies.
  • Performs a full range of supervisory functions which include: assigning, directing, and reviewing the work of subordinate staff; administering leave and attendance; evaluating staff performance; recommending hiring, promotions, status changes, awards, disciplinary actions, and terminations; planning, schedule, and coordinate work operations to achieve the optimal combination of employees and assignments including resource realignment and/or restructuring plans; addressing issues or problems related to work operations; negotiating and troubleshoot employee concerns, grievances, and other matters involved in the daily administration of labor-management concerns; coaching; developing performance metrics and standard operating procedures; addressing disciplinary problems; and providing governance over staff development and training plans.
  • Fills in for other ECD managers in their absence and coordinates cross-functional activities as needed.
  • Performs other related duties as assigned.

Licensures, Certifications and other requirements:

The incumbent must possess and maintain a valid driver's license.

Education:

High School Diploma or its equivalent required. Bachelor’s Degree preferred.

Work Experience:

Applicants must have at least one (1) year of specialized experience equivalent to the CS-09 grade level, or its non-District equivalent, gained from the public or private sector. Specialized experience for this position includes but not limited to: experience applying laws and regulations that govern the maintenance, control, and disposal of property and evidence; analyzing processes and problems and recommending solutions; experience implementing guidance for property and evidence operations; and conducting evaluations of property, evidence, control, and disposals; and the ability to lead and supervise a team.

One year of prior management/leadership experience required.

Work Environment:

The work location may be in an office, the Blue Plains Impoundment Lot (BPIL) or other MPD facilities as needed. The incumbent may be assigned to attend in the destruction of various types of materials; and is required to wear protective eyewear, gloves, jumpsuit, and any other protective wear as needed. The incumbent may be required to transport evidence and property to various areas throughout the Washington D.C. Metropolitan area.

Other Significant Factors:

This position is deemed as Safety Sensitive pursuant to Chapter 4 of the D.C. Personnel Regulations, in addition to the general suitability screening and criminal background check (pre-employment and periodic), individuals may be subject to the following checks and tests:

a. Traffic record check (as applicable);
b. Pre-employment drug and alcohol test (as applicable);
c. Consumer credit check (as applicable);
d. Reasonable suspicion drug and alcohol test;
e. Random drug and alcohol test;
f. Return to duty or follow-up drug and alcohol test; and
g. Post-accident or incident drug and alcohol test.

The incumbent is required to possess and maintain a valid motor vehicle operator’s permit.

This position is “At Will”. At will employment applies to the Management Supervisory Service (MSS). All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. This position is not in a collective bargaining unit.
