Overview
The Assistant Director of Human Resources will support and oversee all aspects of HR operations, including recruitment, employee relations, performance management, compliance, and strategic HR initiatives. This senior leadership role will work closely with the Director of Human Resources to develop and implement HR policies, ensure organizational effectiveness, contribute to a positive work environment and will manage a team of HR professionals.
Essential Functions:
- Provide strategic leadership and oversight of HR functions, including Talent Development, Employee Relations, Benefits, Compensation, Payroll, and Compliance.
- Supervise and guide a team of HR professionals, fostering a culture of continuous improvement and collaboration.
- Direct the development and execution of HR programs, policies, and procedures, ensuring alignment with legal standards, best practices, and District objectives.
- Ensure compliance with all applicable local, state, and federal regulations, including those related to Civil Service and collective bargaining agreements.
- Lead initiatives that support unionized employees, including contract negotiations and the implementation of collective bargaining agreements (CBAs).
- Contribute to the development and implementation of strategic HR initiatives that align with the District's goals and support long-term growth.
- Manage the implementation and optimization of HRIS platforms, ensuring efficient processes and data accuracy.
- Act as the primary point of contact for HR staff, ensuring operational goals are met and supporting employee development efforts.
- Support HR Director with high-level decision-making, policy development, and strategic planning initiatives.
- Ensure HR functions operate smoothly in the Director's absence, maintaining continuity and operational efficiency.
- Assist in the design, delivery, and evaluation of training programs aimed at employee development and organizational growth.
- Assist in the preparation and management of the HR department budget.

Responsibilities
Qualifications
Training and Experience:
- Bachelor’s degree in Human Resources, Business Administration, or a related field.
- 5 years of experience in multiple HR functions such as recruitment, employee relations, performance management, and compliance.
- 2 years of experience in a managerial or leadership role.
- Proficiency in various Human Resources Information Systems (HRIS), knowledge of Civil Service practices, and experience with union employees and collective bargaining agreements.
Desirable Knowledge, Skills, and Abilities:
- HR certifications (SHRM-CP, PHR, etc.) are a plus.
- Strong knowledge of HR best practices, federal and state employment laws, civil service regulations, and relevant labor standards.
- Ability to handle sensitive and confidential information with discretion.
- Excellent communication, interpersonal, and problem-solving skills.
- Proven experience managing union employees and negotiating collective bargaining agreements.
- Demonstrated ability to manage complex employee relations issues and develop practical solutions.
- Strong business acumen and ability to think strategically while managing day-to-day HR activities.
- Leadership-oriented with the ability to inspire and motivate others.
SPECIAL REQUIREMENT:
Must possess a valid driver's license issued by the state in which employee resides.
