What are the responsibilities and job description for the Grant Administrator position at Metropolitan St. Louis Sewer District?
Performs activities in the Engineering Department related to grant funding involving MSD’s capital improvement program, including the administrative and technical activities required for the position by securing external grant funds to enable delivery of its capital improvement program, and providing grant funds to municipalities and individuals as a granting agency.
Essential Functions:
- Facilities applications and tracks grant funds related to MSD’s municipal stormwater and green infrastructure grant programs.
- Checks accuracy and completeness of grant applications.
- Communicates revisions needed for processing.
- Ability to research and interpret external grant guidelines and/or requirements, and prepare grant applications for management review and approval.
- Organize grant application work to meet deadlines.
- Prepare financial reports pertaining to grants.
- Assists with developing policies, procedures, plans, and workflow enhancements related to grant administration.
- The position requires close coordination with customers and Engineering staff to manage grant funding, track status for multiple projects.
- Calculates and communicates grant funding balances, performance metrics, and project status to internal and external customers.
- Maintains an open interface with municipalities, customers, team members, and management to ensure effective communications. Prepares and delivers performance metrics to MSD management.

QUALIFICATIONS: Training and Experience:
Bachelor’s degree in public administration, business administration, accounting, engineering, environmental science or a related field.
Desirable Knowledge, Skills and Abilities:
- Experience with public communications or grant funding applications.
- Knowledgeable of grant programs, accounting principles and practices, and grant procedures.
- Knowledge of purchasing procedures and requirements for public agencies and governments.
- Experience with the administration of grant funding program is desirable.
- Strong organizational skills.
- Considerable knowledge of accounting, spreadsheet, and word processing software.
- Thorough skill in analyzing and integrating data.
- Considerable skill in communicating effectively both in oral and written form. Exceptional ability in forming and maintaining effective working relationships with municipal staff and elected officials.
SPECIAL REQUIREMENT:
Must possess a valid driver's license issued by the state in which the employee resides.
