Under general supervision performs compliance duties for procurement and the District's MWBE programs.

Essential Functions:
- Assist in evaluating acquisitions and coordinating diversity contracting activities.
- Ensure contracts comply with Diversity Program policies and procedures.
- Manage multiple projects, analyzing moderately complex processes.
- Investigate non-compliance violations, disputes, and contractor status within diversity programs, recommending resolutions as needed.
- Conducts bid and proposal analysis during pre-award and contract close out stages.
- Perform scope reviews, NAICS & Segment Code reviews, and coordinate post-award submittal reviews.
- Track and document all required information throughout the project lifecycle.
- Lead contractor debriefs, pre-bid and pre-proposal conferences, diversity fairs, and pre-construction meetings when necessary.
- Utilize and manage compliance software to maintain records management documentation.
- Monitor contractor and subcontractor utilization, ensuring accurate reporting within the system.
- Audit records to ensure timely payment to M/WBE subcontractors.
- Review contractor financial records, conduct project site visits, and perform Commercially Useful Function (CUF) reviews.
- Prepare and analyze periodic progress reports on vendor and workforce utilization, certified payrolls, reported payments, change orders, and other performance metrics.
- Ensure the accuracy of contract documents for information governance and document control.
- Evaluate good faith efforts pre- and post-award for compliance determinations. Conduct compliance reviews in alignment with local, state, and federal requirements;
- Assist customers in resolving concerns and issues.
- Represent MSD Diversity at pre-bid, pre-construction meetings, stakeholder meetings, and information sessions.
- Educate and assist potential business partners and participants in MSD’s Diversity programs.
- Support the development and implementation of diversity initiatives and manage contracts within the Diversity Division.
Additional Responsibilities: Performs related work as required or as delegated by supervisor.

Qualifications
Training and Experience:
- Bachelor’s degree from an accredited college or university with major course work in business, public administration, urban planning, finance, accounting or related field
- Three years (3) of work experience in procurement, contracting, business development and/or diversity programs.
Desirable Knowledge, Skills, and Abilities:
- Proven experience in government or business functions, with an understanding of the unique challenges faced by women- or minority-owned businesses.
- Solid knowledge of procurement processes, RFPs (Requests for Proposals), contracts, agreements, and payment terms related to goods, services, construction, and consulting, particularly in the context of MWBE programs.
- Familiarity with bid processes, contract negotiations, and compliance monitoring for diversity-related goals.
- Experience investigating and resolving non-compliance issues, disputes, or conflicts involving contractors, subcontractors, or MWBE participants.
- Strong ability to establish and maintain effective working relationships with both internal and external stakeholders.
- Experience conducting meetings, training, or outreach events (e.g., pre-bid conferences, diversity fairs).
- Familiarity with compliance and contract management software tools for tracking and managing documentation.
- Strong oral and written communication skills, with the ability to interact effectively with internal teams, contractors, subcontractors, and diverse stakeholders.
- Experience auditing records to ensure proper payments, including reviewing certified payrolls, change orders, and compliance with financial obligations related to MWBE subcontractors.
- Proficient in computer applications, with the ability to perform outdoor tasks associated with on-site visits.
