Position Objective:

To coordinate, manage, administer, supervise, and inspect the construction phase of Capital Programs in the State of Connecticut, including all Individual and Corporation (I&C) work and any other construction work on Railroad property, protecting Metro North Railroad (MNR) interests and ensuring safety in all aspects. Manage, supervise, and provide guidance construction Engineers staff.

Responsibilities:

  • Review construction means and methods, safe work plans and provide technical advice to contractors or other outside parties as to acceptable construction procedures, techniques, and design standards per American Railway Engineering and Maintenance of Way Association (AREMA), Occupational Safety and Health Administration (OSHA), Federal Railroad Administration (FRA), National Electric Code (NEC) and MNR and Connecticut Department of Transportation (CDOT)requirements. Review all design plans, specifications and provide construction support for CDOT projects and ensure the availability of adequate track/power outages for construction. Obtain approval of MNR Force Account Agreement from CDOT in a timely manner. Coordinate with Operations and Customer Service Department to ensure the bussing services per contract requirements.
  • Manage and provide technical advice, guidance, and supervise Construction Engineers and American Railroad Supervisors Association (ARSA) Inspection staff. Provide construction oversight for MNR administered projects like Waterbury Hi-level Station Platforms and TIME-1 Project and its coordination with Maintenance of Way (MofW) Departments as well as Operations. Ensure compliance with contract documents and safety concerns to ensure project completion within time frame and budget.
  • Provide technical and administrative supervision including monitoring and coordinating consultants and contractors. Coordinate design reviews and provide construction support for I&C projects including United Illuminating’s Transmission line projects on the railroad right of way. Coordinate adequate MNR support during outages, to ensure minimum to no impact to railroad operation.
  • Assist in staff projections for Bridgeport Structures office and ensure adequate manpower to protect MNR’s interests and safety on all projects. Provide administrative supervision and technical guidance to direct reports. Provide cash flow projections, project specific track/power outages and mitigate any conflicts.
  • Keep upper management apprised of problems and status of projects. Act as a liaison and represent the railroad at various meetings.
  • Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manager team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.

Required Qualifications:

Required Knowledge/Skills/Abilities:

 

  • Familiarity with transportation operations and other applicable civil/structural construction experience.
  • Familiarity of state and federal codes and regulations pertaining to design and construction.
  • Strong oral and written communications skills are required to present technical material to internal departments, city, state, public and federal officials.
  • Strong leadership skills and interpersonal skills with the ability to foster teamwork.
  • A solid working knowledge of Project Management, Construction Management, Construction Contracts, Quality Assurance/Quality Control, Railroad Operation, Safety and Security procedures.
  • Strong project management and coordination skills are required to plan, advice and manage the construction phase of the Capital Program, and other related work while adhering to budget and deadlines.
  • Competent understanding of Civil Engineering principles and sound Construction Management practices.
  • Knowledge of Microsoft (MS) Office Suite and/or comparable applications.
  • Familiarity with Critical Path Method (CPM) Scheduling, using Primavera Project Planner.
  • Ability to be on call for emergencies as needed.
  • Must have a valid driver’s license.

The following is/are preferred:

  • Familiarity with Metro-North Railroad Operations, safety and security procedures.

Required Education and Experience:

 

  • Bachelor’s Degree in Civil, Structural, or related Engineering field.
  • Minimum of seven (7) years of experience in engineering, construction and surveying practices and principles as they relate to railroad bridges, facilities and/or station construction.
  • Minimum of five (5) years of experience managing a professional/diverse workforce and projects.

The following is/are preferred, but other satisfactory combinations of relevant experience, education, and/or technical credentials will be considered:

  • P.E. License

This position is safety-sensitive and subject to toxicological testing.

According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
