HOURS OF WORK: 9:00 am - 5:30 pm (7 ½ hours)

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
SUMMARY:
Reporting directly to the Deputy Chief, Government & Community Relations, the candidate will act as their representative and liaison in matters concerning intergovernmental and external affairs, project management, and legislative affairs for the MTA. The incumbent supports the department of Government & Community Relations by assisting in the design of major outreach initiatives and strategies to gather community input and gain community consensus, and work collaboratively with colleagues, community boards, state agencies, city agencies, and other civic organizations to gather information and make the best decisions for MTA ridership and communities.
RESPONSIBILITIES:
- Develop and maintain functional knowledge of all ongoing MTA projects and procedures with the goal of proactively developing community constituencies to promote solutions to problems that affect communities within the greater New York City Metropolitan Region
- Cultivate public education through community outreach programming to foster authentic understanding and support for MTA wide transportation issues, policies, and projects.
- Communicate independently with elected officials and their staff, community boards, civic associations, special interest groups and constituents.
- Support legislative initiatives at the direction of the Deputy Chief, share information, and collect important feedback to accurately gauge community concerns.
- Provide a balanced approach to managing stakeholders’ priorities and needs in the context of getting results that are in the best interest of customers.
- Oversee, plan, organize, and assist with various MTA public meetings, public hearings, board and committee meetings, and other types of special events as needed.
- Devise strategies to effectively address community concerns around service changes and construction projects.
- Support the Deputy Chief in all aspects of their daily functions.
- Other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
- Expert community/political consensus building and decision-making skills.
- Well-maintained professional network including elected officials, community-based organizations, and governmental stakeholders.
- Unfailing attention to detail and ability synthesize highly technical information into understandable briefings and presentations as required.
- Comprehensive understanding of local, state, and federal legislative and political processes, including New York State and New York City budget cycles.
- Demonstrated ability to work with all internal levels within each of the MTA’s organizations.
- Demonstrated ability to execute sound judgment in a high-profile, high-pressure environment.
- Excellent verbal, written and interpersonal skills.
- Proficiency in Microsoft Office applications.
- Ability research and analyze quantitative and qualitative data.
- Strong staff management capabilities.
EDUCATION AND EXPERIENCE:
REQUIRED:
- Bachelor’s degree in Political Science, Urban Planning, Public Administration, Business Administration, Communications, or a related field from an accredited college. An equivalent combination of education and experience may be considered in lieu of a degree.
- Background in one or more of the following areas: Government Relations, Legislative Affairs, External Communications, Internal Communications, Political Communications, Government agency, and Community based outreach and public relations.
- Minimum 5-7 years of related experience.
PREFERRED:
- Familiarity with NYS and NYC political environment.
- Familiarity with the MTA’s policies and procedures.
OTHER INFORMATION:
As an employee of MTA Headquarters, you may be required to complete an annual financial disclosure statement with the State of New York, if your position earns more than $105,472 (this figure is subject to change) per year or if the position is designated as a policy maker.

- Travel may be required to other MTA locations or other external sites
