Summary :
This position is responsible for the Maintenance of Equipment (MoE) Department operation as it relates to all aspects of Safety, FRA Mandated Training, Labor, Payroll, and auditing compliance for 2,200 employees. This includes overseeing the direction of a 7-day, 24-hour Central Manpower operation at the Hillside Maintenance Facility. The incumbent will oversee all payroll, timekeeping, and auditing processes and ensure departmental compliance with all Corporate and Departmental policies and procedures. The incumbent will implement new Standard Operating Procedures (SOP) and processes pertaining to new initiatives and improvements in the Central Manpower Office.
This position will oversee, review, and analyze all overtime reported to the department. The incumbent will oversee the continuous hours process, the high earner reports, will analyze for efficiencies in overtime reporting, and will look to streamline current overtime administration processes. Oversee the MoE Safety Section and its interaction with Corporate Safety and all MoE employees to enhance the department's response to various safety initiatives.
This position will advise managers and support staff and address uniform administration of payroll controls, budget and headcount management, accident reporting, as well as newly established or revised departmental and corporate policies and procedures. This position will act as an audit liaison for the MoE Department and ensure consistent responses are documented and submitted to requesting agencies (i.e., MTA Audit Services, Office of State Comptroller, Department of Labor, Inspector General, etc.). The incumbent will review / interpret all FRA / CFR Notices of Proposed Rule Makings (NPRM) and document / communicate to MoE Senior Management possible effects on the MoE Department.
Provide direction in all aspects and compliance of agreements, hours of service, safety procedures, and compliance of testing under CFR requirements including but not limited to CFR 218, Hours of Service (HOS), CDL, random, and discretionary requirements. Oversee the scheduling and attendance compliance of all FRA Safety / New Hire Training for all MoE employees.

- Provide leadership and direction to the MofE Department's Payroll and Auditing group.
Address continuity concerns throughout the LIRR by conducting cross-examinations with external operating departments; collectively make recommendations and changes to procedures as examinations of audits are conducted pertinent to payroll auditing, disability management, compensations, adherence to CBAs, streamlining processes while addressing cost controls. Liaison with MTA Audits Services, Inspector General and Office of State Comptroller. Oversee MoFe's Central Manpower Office to ensure all employees are adhering to department compliance with Corporate Policies and Procedures.
