This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

SUMMARY :

Under the guidance of the Deputy Chief Diversity and Inclusion Officer, Operations & Programming and working closely with Operations, Planning, Customer Experience, and / or the Systemwide Accessibility Units, the Director Title VI Analysis, Equity and Access ("the Director") will lead the auditing, analysis and monitoring of MTA decisions and employee behaviors that potentially create a barrier for customers to equitably utilize the MTA's benefits, programs, projects and activities.

The Director will supervise and manage the Title VI monitoring, analysis and reporting team to design and implement Title VI regulatory analyses and reporting activities, ensuring that lessons learned are integrated into the MTA's Title VI, Environmental Justice and Language Assistance Programs, documenting and disseminating program successes and challenges to senior leadership and external regulatory and operating agencies as required. The incumbent will serve as the subject matter expert to communicate potential barriers to access of benefits, services, projects, programs or activities provided by MTA for minority and low-income communities and assist management in identifying action plans to address these barriers within their respective units.

This position will be responsible for the development and roll-out of the Title VI program performance matrix for effective program delivery in implementing the MTA Agency-wide Title VI Plan including performing trending analyses on customer allegations related to discriminatory barriers to full access to MTA services and benefits. Provide guidance and confirm consistency for annual update of each constituent Agency's Title VI Plan. Ensure the accuracy of the Agency-wide rollup before submitting to FTA.

RESPONSIBILITIES :

  • Collect, analyze, and synthesize customer experience data to drive decision-making regarding employee behaviors, outreach efforts and all decisions directly or indirectly related to customers freely utilizing MTA's benefits, programs, and activities without discrimination.
  • Monitor and audit MTA policies, practices, and processes to ensure alignment with federal, state, and local requirements related to nondiscrimination and commitments made in Agencywide MTA's New York Title VI Plan. Ensure that all Title VI, LAP and EJ activities are accurately documented.
  • Define the analytical strategy and oversee the evaluation of statistical data to determine each constituent Agency's Title VI compliance and their efforts to address areas of deficiency.
  • Develop and implement a robust monitoring and auditing system that will ensure tracking of all agencies Title VI, Environmental Justice, and LEP results at different levels (outputs, outcomes and impact) to measure program effectiveness to determine where progress has been made and where proactive action is needed.
  • Provide guidance and confirm consistency for annual update of each constituent Agency's Title VI Plan. Ensure the accuracy of the Agency-wide rollup before submitting to FTA.
  • Develop curriculum to provide education and awareness of MTA's Title VI obligations and responsibilities to Front line employees and management staff.
  • Develop and facilitate annual training to Customer Experience and EEO staff in the appropriate handling and processing allegations containing potential Title VI violations.
  • Ensure the integrity of internal database files, tables and reports for Title VI analyses and timely reporting. Develop integrated web-based Title VI dashboards and reporting.
  • Partner with internal stakeholders (EO Officers, Customer Experience, Systemwide Accessibility Unit) to ensure full implementation of MTA's Title VI Program.
  • Other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Advance knowledge of Equal Opportunity Program Administration.
  • Ability to analyze information, summarize findings and present them in ways easily understandable to decision-makers. Excellent oral and written communication skills.
  • Demonstrated experience in data processing and management. Ability to synthesize and analyze quantitative and qualitative data and prepare and present reports effectively.
  • Advanced computer skills (word-processing, spread sheets, and databases) are a must.
  • Strong experience in monitoring and auditing a project entire evaluation cycle, from design and formulation to implementation, analysis and presentation of results and recommendations.
  • Must be result focused and be able to work under pressure and tight deadlines.
  • Excellent interpersonal skills and the ability to work well within a multi-cultural team environment.
  • EDUCATION AND EXPERIENCE :

  • Bachelor's degree in in either HR, Business Administration, Public Administration, Planning, or related field. An equivalent combination of education and experience may be considered in lieu of a degree.
  • A minimal of 7 years' direct experience in the administration or oversight of the federal reporting requirements of Title VI or Title VII of the Civil Rights Act of 1964. Prior supervisory and / or leadership ability required.
