Responsibilities:
The selected candidate will be responsible for a variety of tasks, including installing, monitoring, maintaining, testing, troubleshooting, fault detecting and analyzing with NYCT’s telecommunication network systems.  Candidates will operate various network management systems from a command center or NOC environment and may need to dispatch to the field to perform the tasks, and may be assigned off tour, including weekends to support a 24x7 operation.  Technologies and equipment include but not limited to FIBER, TDM, SONET, ATM, DWDM, COE, ETHERNET and IP, as well as network management systems and Power Plant for communication systems.  Duties also include serving as EMD representative with various vendor supports and in-house maintenance groups; providing technical support and training/knowledge transfer; working with Engineering and Capital Project group to ensure projects are completed to specifications; monitoring contracts; reviewing bulletins, procedures, drawings, contract specifications; organizing communication systems documents, implementing and turning up in-house communication systems.
 

Education and Experience: 

Telecommunications Associate I – IV (Voice)
1. A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in voice telecommunications (telephone, radio, microwave, fiber optic and cellular service), telecommunications technology, electronics, physics, and/or planning and analysis of electronics system and one year satisfactory full-time experience in the performance of analytical, planning, operational, technical, and/or administrative duties in a voice telecommunications or closely-related electronics planning, electronics management, and/or electronics service environment; or

2. An associate degree from an accredited college including or supplemented by 12 semester credits in voice telecommunications (telephone, radio, microwave, fiber optic and cellular service), telecommunications technology, electronics, physics, and/or planning and analysis of electronics systems and two years of the experience described in “1” above; or

3. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and three years of the experience described in “1” above;

4. A satisfactory combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education not used for meeting the minimum requirements in “1” or “2” above may be substituted for experience on the basis of each 30 semester credits of undergraduate college education, including or supplemented by 6 semester credits in voice telecommunications (telephone, radio, microwave, fiber optic and cellular service), telecommunications technology, electronic, physics, and/or planning and analysis of electronic systems for six months of the experience described in “1” above, up to a maximum of two years of experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least one year of the experience described in “1” above.
 

Special Note - Additional Requirements for Assignment Level IV
To be eligible for placement in Assignment Level IV individuals must have, after meeting the minimum requirements, at least two additional years of full-time experience as
follows:
1) As a Telecommunications Associate (Voice) - Assignment Level I, II, and III working for the City of New York; or
2) Performing analytical, planning, operational, technical, and/or administrative duties in a voice telecommunication, electronics planning, electronics management, and/or electronics service environment, one year of which must have been specialized work in a consultative or supervisory capacity.
 

Telecommunications Specialist I – III (Voice)
1. A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in voice telecommunications (telephone, radio, microwave, fiber optic and cell service), telecommunications technology, electronics, physics, and/or planning and analysis of electronic systems, and three years of satisfactory full-time experience in the performance of analytical, planning, operational, technical, and/or administrative duties in a voice telecommunications or closely-related electronics planning, electronics management, and/or electronics service environment, one year of which much have been specialized work in a consultative or supervisory capacity; Or

2. An associate degree from an accredited college including or supplemented by 12 semester credits in voice telecommunications (telephone, radio, microwave, fiber optic and cell service), telecommunications technology, electronics, physics, and/or planning and analysis of electronic systems, and four years of experience as described in “1" above, one year of which much have been specialized work in a consultative or supervisory capacity; Or

3. A four-year high school diploma or its educational equivalent and five years of experience as described in “1" above, one year of which much have been specialized work in a consultative or supervisory capacity; Or

4. A satisfactory combination of education and/or experience which is equivalent to “1", “2" or “3" above. College education may be substituted for experience on the basis of six months of experience as described in “1" above for each 30 semester credits of undergraduate college education including or supplemented by 6 semester credits in voice telecommunications (telephone, radio, microwave, fiber optic and cell service), telecommunications technology, electronics, physics, and/or planning and analysis of electronic systems. However, all candidates must have at least a four-year high school diploma and at least three years of the experience as described in “1" above, one year of which much have been specialized work in a consultative or supervisory capacity.
 

Desired Skills 

  • Proficient in fiber optic transmission networks, equipment connectivity and technology (i.e.: FIBER, TDM, ATM, SONET, DWDM, COE).
  • Experience utilizing various test equipment & network analyzers to perform diagnostics required to measure equipment functionalities and network performance. (i.e.: OTDR, T-BERT, EXFO, Anritsu, and any other types of transmission testing equipment or protocol analyzers).
  • Knowledge of Ethernet and IP technologies, including switching and routing, as well as network monitoring, fault identification, troubleshooting, and resolution.
  • Familiar with various telecommunication signaling protocols and topologies, such as SONET BLSR & UPSR, ATM PNNI & UNI, and IP Routing OSPF.
  • Knowledge of DC power plant and equipment; Fujitsu and/or Cisco technologies, Seabridge (NSN), Marconi (Ericsson) or Cisco switching, L2/3 switching/routing technologies.
  • Network/Element Management Systems, i.e., HP NNMi, SolarWinds, NMA, or Remedy Ticketing system, as well Unix/Linux Server technologies, Database management systems.
  • Experience working in a NOC environment.
  • Network Certificates, like CCNA/CCNP/CCIE is a plus.
  • Network Automation is a plus.
  • Familiar with communication network protocols, like ATM, COE, ETHERNET, ARP, DHCP, DNS, TCP/IP, OSPF, BGP, SNMP, etc.
  • Strong written, verbal, and interpersonal skills, and proficiency in MS Office Suite for daily works.
