The Metropolitan Transportation Commission (MTC) is the transportation planning, financing and coordinating agency for the nine-county San Francisco Bay Area. THE MENTORSHIP PROGRAM
MTC is excited to announce its Ann Fitzgerald Flemer College Mentorship Program for the summer of 2025 (formerly known as the Pathways to Government College Internship Program). Ann Fitzgerald Flemer was the former MTC Deputy Executive Director who began her 32-year career at MTC as a college intern herself in 1982. Over the following decades, she became a cherished mentor to an entire generation of leaders at MTC and at many of our partner agencies. MTC is proud to name the College Mentorship Program after Deputy Executive Director Flemer, honoring her memory of mentorship and service.
The Program provides students/mentees with the opportunity to gain professional work experience in business operations, planning, budget and financial planning and analysis, treasury and revenue, funding policy, estuary, legislation and public affairs, regional network management and design and project delivery.
For the summer of 2025, students/mentees will have the opportunity to work remotely as well as in the office full-time for eight weeks from Monday, June 9, 2025 through Friday, August 1, 2025. Mentees will have job assignments and a dedicated mentor who will help develop and guide them in their overall career interests and provide real-life work experience of what it is like to work for a regional government agency.Applicants should have the following knowledge, skills and abilities:

To be considered for this mentorship program, you must be enrolled at least half-time in an accredited community college or university, four-year undergraduate or graduate program preferably within the nine county San Francisco Bay Area. Individuals who have already graduated (no earlier than December 2024) may be considered up to eight (8) months post-graduation.
We are looking for students who are majoring in or planning to major in fields such as Business Administration, Public Administration, Transportation Planning, Civil Engineering, City and Regional Planning, Urban Studies, Public Policy, Government Relations, Marketing, Natural Science, Finance/Accounting, and Information Systems/Computer Science. However, other fields of study and undeclared majors will also be considered.
For the summer of 2025, we have opportunities in the following areas:
1. Procurement, Risk and Property Management
The mentee will be responsible for gathering, analyzing and reporting on procurement policies of peer agencies to MTC and on Small Business Enterprise (SBE) programs of peer agencies. . The mentee will Assist the General Services Unit (GSU) with procurement planning and execution, as well as contract and vendor administration and will support outreach efforts for Disadvantaged Business Enterprise (DBE) and SBE programs.
2. Technical Application Management
The mentee will work with the Enterprise Application team who provides technical support and maintains systems used for Identity services and Cloud App authentication. The mentee will assist the team as we migrate legacy/on premise systems to various Cloud Services, primarily Microsoft Enterprise 365 as well as the Agency’s implementation of zero trust. The mentee may also be asked to assist with daily operations.
3. Legislation & Public Affairs
The mentee will learn the professional practices and expectations in the field of graphic design in a public agency. Throughout the 8 weeks, the mentee will learn results-driven workflow; how to create compelling designs from concept to completion; print specifications; and scheduling (including the importance of hitting deadlines) as well as pointers on navigating complicated and shifting expectations. The mentee will prepare visuals for both digital and print deliverables. I will also have regular conversations with the mentee to talk about career trajectories he/she can potentially pursue.
4. Technical Support
The mentee will have a backstage pass to learn first-hand the art and magic of providing a wide array of crucial technologies that balance agency needs, staff desires, and operational and budgetary challenges, all while demonstrating a flair for excellent service. The mentee's experience will center on the intersection of communication and technology – and involve a project to provide recommendations and active participation to streamline and enliven our communications. The mentee will work closely with Service Delivery Engagement staff to review, enhance and plan our current and future engagement efforts. The mentee will have access to staff in tech and communications to learn about the range of career opportunities to ensure the show goes on! Access will include staff in direct technical support (the most popular players at work), application and systems management (behind the scenes managing important work tools), infrastructure (vital transportation network for all our data), data visualization (sharing understandable data to the public), security (safeguarding our data), communications (letting people know we’re here and why), leadership (organizing the resources to produce the show).
5. Technology Project Management
Over the course of 8 weeks, the mentee will gain comprehensive knowledge from the Technology Services Section (TSS), including service desk support, software and hardware management, and IT infrastructure. They will observe the Premier Support (PS) team in action, participate in application management in Enterprise Applications (EA), and learn about Information Security (InfoSec) and Infrastructure (Infra) setup. Additionally, the mentee will receive coaching on presentation and public speaking skills. Regular discussions will be held to explore potential career trajectories.
6. Human Resources (Talent Acquisition, Learning & Development and Benefits)
The mentee will support the Human Resources team in the following key areas.
Talent Acquisition
- Help with job postings, reviewing resumes, and scheduling interviews.- Interview Coordination: Set up interviews and support the interview process.
- Assist with onboarding as needed.
Learning & Development (L&D)
- Collaborate with the Learning Team to consult with employees, gather insights on their learning needs, and design an engaging, tailored learning product..- Manage the communications and serve as point of contact for the High School Internship Program, coordinating communication with participants, providing guidance, and ensuring a smooth and engaging experience throughout the program.
- Training Coordination: Help coordinate internal or external training program

7. Data Strategy & Analytics
The mentee will work on Vital Signs (https://vitalsigns.mtc.ca.gov/), an interactive website by MTC/ABAG that offers data, visualizations, and contextualized narratives on important trends in the SF Bay Area related to land use, transportation, the environment, the economy, and equity. The mentee will support the development of different Vital Signs indicators and gain an understanding of how different indicators impact the larger Bay Area community. Depending on interest, the mentee can choose a Technical Product Manager (TPM) track (focusing more on project management and product development), a Data Analyst (DA) track (focusing more on technical data skills), or a combination of both.
8. BARC ( Bay Area Regional Collaborative)
The mentee will support BARC’s efforts to implement its annual work plan, which is still under development. We anticipate that the mentee will assist in finalizing a Regional Sea Level Rise and Flooding Technical Assistance inventory and directory of offerings. The mentee will also help BARC’s work with key partners to push forward regional policy, funding, and guidance opportunities for green stormwater infrastructure (aka Green Streets).
9. San Francisco Estuary Partnership
The mentee will have the opportunity to contribute to communications, program management/tracking, and specific project work like the wetland regional monitoring program. The mentee will develop key campaigns for our social media accounts, write blog posts, interview estuary champions and other experts in the field, as well as create infographics and other tools relevant for communicating to the public and key audiences about our work—all while learning about Estuary restoration, conservation, and climate adaptation. They will also compile information related to grant and funding tracking, analyze and report compliance measures, research new regulatory requirements, and assist with other needs.
The mentee will work on the Bay Area Toll Authority team planning the Bay Skyway and delivering the West Oakland Link, which will start construction in 2026. The candidate will help research the economic impacts of the Bay Skyway and best practice policies for multi-use paths. The candidate will also be involved in any ongoing community engagement work during the internship and will be asked to perform field mapping in the Transbay corridor. The ideal mentee would have a Transportation/Urban Planning background with experience using ArcGIS, possess strong verbal and written communication skills, effectively manage their time, work with team members, and document and coordinate project information.
11. CART (Capital Delivery, Asset Management & Roadside Tolling (position # 2)
The mentee will work with the Capital Program Delivery and Operations Management team in delivering Traffic Operations and Capital Improvements Projects, with the goal of enhancing commute experience and reducing greenhouse gas emissions within the Bay Area. The candidate will help with tasks related to various phases of project delivery from design feasibility, environmental, final design, and construction. This may involve data entry and analysis, attending meetings, preparing meeting materials, attending field visits at the construction site, etc. The ideal mentee would have a Civil Engineering background, pose a strong organizational and communications skills.
12. CART (Capital Delivery, Asset Management & Roadside Tolling (position # 3)
The mentee will work with the Bay Area Toll Authority team supporting Bay Area Toll Bridge projects, including the Open Road Tollin project, Toll Bridge policy, and Toll Bridge Maintenance and Asset Management. The candidate will help with tasks related to various phases of projects from procurement and contract to design, construction and maintenance. Additionally, the candidate will support Toll Bridge policy research and analysis.,
13. Energy
The mentee will support BayREN’s Codes and Standards Program by gathering, managing, and analyzing data and providing recommendations as appropriate. Work may also include assisting with moving data to new platforms and testing data formats, as well as other tasks to support BayREN. Additional tasks may be based on the mentee’s interests to the extent possible. The mentee will have opportunities to attend BayREN events and learn about regional energy and climate action efforts.
14. Budget, Financial Planning and Analysis
The mentee will gain hands-on experience in the processes used by the BFPA section to develop, monitor, and support the agency’s budgets and actual processes and transactions. They will participate in preparing reports, analyzing financial transactions, monitoring grants and encumbrances, and assisting with section coordination efforts. This mentorship will offer an in-depth experience of a financial analyst’s career in the public sector, equipping the mentee with the skills and insights needed to succeed in this field. Through coaching and practical experience, the mentee will be motivated to apply these skills and values to their future career endeavors.
15. Clipper
The mentee will learn about major project delivery, successful regional coordination and the components of designing, installing, and testing a transit fare payment system that serves millions of people. The mentee will also learn about providing world-class customer service and outreach to maintain Clipper’s high customer satisfaction ratings.
Mentorship will focus on coaching skills related to critical thinking, program coordination with transit operator partners, and understanding how MTC supports the region to improve mobility for its residents.
The Clipper team will provide three mentors for this mentee covering such topics as budgets, funding, project delivery and customer service. In addition, the mentee will have access to the entire Clipper staff who can provide subject matter expertise as well as career guidance.
16. Regional Planning Program - Housing & Local Planning
The mentee will support the Housing and Local Planning team within the Regional Planning Program by gathering, organizing, analyzing, interpreting and visualizing data relevant to various policies and programs. Work may include support of one or more of the following:

17. Regional Planning Program - Equity Regional Planning and Policy (Major Plans)
The mentee will play a key role in supporting the Equity Priority Community Re-Envisioning, a project centered around equity data analysis and community engagement. Over the course of the mentorship program, the mentee will gain hands-on experience in regional planning, policy development, and stakeholder engagement. Responsibilities include reviewing background materials, assisting with stakeholder outreach, drafting reports, supporting logistics for focus groups and interviews, and organizing session notes. The mentee will also support the team in analyzing feedback, summarizing findings, and contributing to the development of final deliverables such as memos and presentations. Through this role, the mentee will deepen their understanding of regional planning, equity initiatives, and community-centered outreach while developing skills in project coordination, stakeholder engagement, and data analysis.
18. Bay Area Housing Finance Authority (BAHFA)
The mentee will support BAHFA Doorway staff in the continued development and maintenance of the Doorway Housing Portal platform (housingbayarea.org), and particularly in outreach to Bay Area stakeholder communities, including housing seekers, jurisdictions, and professional partners (housing developers and property managers).
The mentee will assist in mapping Bicycle and Pedestrian projects funded with Transit Development Act funds throughout the Bay Area. This will include program analysis of the variety of projects, location (in MTC designated Equity Priority Communities or Transit Oriented Communities), and distribution of completed projects within each county. Additionally, the mentee will support MTC initiatives to help the region’s transit operators adjust to the post-COVID new normal. Example tasks include analysis of transit agency financial data and policy research on how other regions are responding to changing transit ridership patterns.
