ABOUT THE ROLE

Under the general supervision of a Principal Engineer, the Associate Project Engineer will lead and support the delivery and implementation of the Forward Initiatives and other Capital Improvement Projects. The Forward Initiatives are a suite of operational, transit and shared mobility improvements which aim to improve the performance of the region's freeway, bridge, arterial, and transit systems and move more people into fewer cars. 

The work in this role involves management and review of project deliverables that are technical in nature and managing a diverse portfolio of technical work produced by engineering experts.  

The ideal candidate should have a strong background in engineering and project management, particularly for transportation infrastructure projects, and have the ability to communicate effectively across a multifunctional organization and collaborate with external partnering agencies such as the California Department of Transportation (Caltrans), County Transportation Authorities, transit operators, cities, counties and other local agencies.

  • Oversee the delivery of capital improvement projects through the Caltrans project development process from planning, environmental, and design to construction
  • Guide, monitor and review the work of engineering and environmental consultants. 
  • Track project progress to ensure projects meet targeted milestones schedule.
  • Manage consultant contracts, and the related scope of work and budgets for all phases of capital improvements projects.
  • Develop Request-for-Qualification, and independent cost estimate for the procurement of engineering and construction management services.
  • Assist in the procurement and management of construction contracts, including preparation of bid package, review of contract change orders and cost proposals.
  • Coordinate with internal and external partners on project issues.
  • Conduct and participate in project meetings. Prepare meeting agenda and meeting notes.
  • Develop and deliver presentations and briefings to internal and external stakeholders such as executives, commissioners, project development team members, partnering agencies and the general public.
  • Facilitate the drafting of contract documents and agreements, and the approval process.
  • Perform other job-related tasks, duties and engineering assignments as needed.
KNOWLEDGE, SKILLS, & ABILITIES

The ideal candidate will possess the following knowledge, skills, and abilities:
  • Knowledge of principles of traffic operations and transportation engineering.
  • Familiarity with standards, policies, regulations and procedures related to transportation design and project development in California.
  • Strong analytical and problem-solving skills.
  • Procession of project management skills, including project controls, budgeting, scheduling and contract administration.
  • Strong oral and written communication skills.
  • Ability to work independently with minimal supervision with the ability to collaborate in a team environment.
  • Exceptional organizational skills with the ability to coordinate multiple concurrent projects at the same time.
  • Ability to adapt to changing priorities and deadlines.
  • Ability to identify creative and strategic approaches to address potential project challenges.
  • Possession of a valid certificate of registration as a civil engineer issued by the California State Board of Registration for Professional Engineers, or in the process of obtaining a license within 1 year.  Please be prepared to attach requested documentation to your on-line application.   

MINIMUM QUALIFICATIONS
An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:

Education: A Bachelor's degree in an appropriate field related to the area of assignment, such as civil engineering, traffic or transportation engineering, construction management, urban planning, or a related field. A Master’s degree is desirable. Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and attach proof of equivalency along with their application.

Experience: Two years of increasingly responsible experience in an appropriate field related to the area of assignment.

PREFERRED QUALIFICATIONS
Experience: Four years of increasingly responsible experience in the field of transportation. Experience with Caltrans guidelines, policies, procedures and process for project development is also desirable.

License/Certificate: Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.EMPLOYMENT REQUIREMENTS

Salary : $121,162 - $153,663
