ABOUT MTC
 
MTC was created by the California Legislature in 1970.  The federal government, state Legislature and Bay Area voters have assigned MTC a wide-ranging portfolio of duties. For starters, MTC is the metropolitan planning organization for the nine-county San Francisco Bay Area. MTC is also the regional transportation planning agency for the Bay Area. MTC directly distributes more than $700 million a year to local public transit agencies and other recipients, and prioritizes requests from local agencies for millions more in scarce state and federal funds. Acting as the Bay Area Toll Authority, (BATA) MTC collects in excess of $600 million a year in bridge tolls, and allocates these funds for the operation and upkeep of the region's seven state-owned toll bridges. We plan, invest and coordinate to keep the Bay Area mobile, sustainable and prosperous. ABOUT THE ROLE
The Program Coordinator/Analyst, Transit and Asset Management Data role will be filled at the Assistant/Associate level and is under the general supervision of a Principal Program Coordinator. The Program Coordinator for Transit and Asset Management Data, as a member of the Funding Policy and Programs section staff, will be responsible for analyzing, visualizing, and interpreting financial and performance data related to the transit fiscal cliff, as well as the development of policy recommendations for transit funding programs. Additionally, they will manage the Regional Transit Asset Management Program, which involves tasks such as coordination with transit agency staff, database maintenance, and data analysis and visualization. The Program Coordinator may also provide data and program management assistance to various key agency projects.Project Support 
Transit Fiscal Cliff Response
  • Analysis of financial and performance data related to transit operations and transit operating funding shortfalls (“fiscal cliff”)
  • Development of visualizations and dashboards using programs such as Tableau and Excel
  • Collaboration with transit agency staff to gather data and input on policy proposals related to the fiscal cliff
  • Assist with administration of funding programs providing emergency operations funding, such as Senate Bill 125
Transit Asset Management Program
  • Coordination of asset management activities with the transit operators.
  • Enhancement and maintenance to the existing Regional Transit Capital Inventory, (a comprehensive regional database of the transit assets that are owned by transit agencies in the San Francisco Bay Area). Supporting the development of workflows for the integration of spatial data from multiple project databases.
  • Working with consultants, staff, and transit agencies, on strategic planning efforts related to transit asset management.
  • Prepare and present materials for Commission consideration; follow agency procedures and standards and work cooperatively with project sponsors and MTC staff to ensure that materials are timely, accurate, and professional.
Database Administration
  • Data integration workflows and providing primary database administrative support for multiple projects.
Other - Technical/Data Analysis 
  • Research and analyze complex and technical issues
  • Interpret data for a general audience through dashboards and visualizations
  • Work with large and diverse data sets.
  • Create repeatable workflows using scripting languages (e.g., Python, R) for integrating disparate datasets/databases
  • Document and translate technical analyses for policy makers and lay audiences, and apply data to practical uses for achieving broad policies
  • Analyze, synthesize, and project future needs and utilizing FTA software called TERM Lite
Other – Program Management
  • Communication: Provide updates to the Transit Finance Working Group on available transit funding opportunities (e.g. the Bipartisan Infrastructure Law).
MINIMUM QUALIFICATIONS
An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:

Education: A Bachelor's degree in an appropriate field related to the area of assignment, such as transportation planning, city and regional planning; transportation engineering or modeling, financial management, economics, business or public administration.  A Master's degree is desirable. Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.  

ASSISTANT PLANNER/ANALYST
Experience: One year of increasingly responsible experience in an appropriate field related to the area of assignment, such as transportation planning, city and regional planning; transportation engineering or modeling, financial management, economics, business or public administration.

ASSOCIATE PLANNER/ANALYST
Experience: Two years of increasingly responsible experience in an appropriate field related to the area of assignment, such as transportation planning, city and regional planning; transportation engineering or modeling, financial management, economics, business or public administration.

PREFERRED QUALIFICATIONS
Experience
  • Assistant - One year of experience in an appropriate field related to the area of assignment.
  • Associate - Two years of increasingly responsible experience in an appropriate field related to the area of assignment.  

License/Certificate:
Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.EMPLOYMENT REQUIREMENTS
Successful completion of a background check, professional references and the Employment Eligibility Verification Form I-9.
