What are the responsibilities and job description for the Director of Safety position at Metropolitan Tulsa Transit Authority?
Job Summary: Develops and coordinates safety & security programs necessary to comply with applicable local, state, and federal regulations and to ensure a safe working environment for all MTTA employees. Also responsible for developing, conducting, and coordinating necessary safety & security training programs for the operations, security, maintenance, and administration employees. Develops, coordinates, and conducts training classes for operators. Investigate offsite and onsite accidents involving MetroLink Tulsa personnel and/or damage to equipment. Oversee the security personal, documents and manuals ensure appropriate levels of control.
Essential Functions:
Safety:
- Maintain the confidentiality of all company and personnel related information.
- Manage and supervise Trainers.
- Maintain compliance with FTA, EPA, OSHA, and DOL laws and regulations.
- Review Safety Data Sheets (SDSs) and associated materials periodically to ensure compliance.
- Monitor and assist Maintenance Department with OSHA compliance.
- Develop, implement, and monitor the Safety Program for all Tulsa Transit personnel.
- Investigate offsite and onsite accidents involving Tulsa Transit personnel and/or damage to equipment. Investigate incidents as necessary.
- Obtain Police Reports from the Tulsa Police Department on accidents.
- Obtain damage estimates from Maintenance Department on accidents.
- Report damage information to claims adjuster for subrogation purposes, when necessary.
- Track and process all accidents and determine accident preventability. Ensure all documentation is received. If the accident was preventable, determine necessary training or retraining and provide the training.
- Serve as chairperson of the Safety Committee and conduct monthly safety meetings. Plan and coordinate Safety Month activities in June and order appropriate awards/plaques.
- Conduct fire and severe weather drills on an annual basis.
- Prepare Safety Bulletin Boards with safety materials on a quarterly basis.
- Prepare, maintain, update, and submit reports and logs.
- Accidents/Incidents (track & process daily)
- Damage Estimate Log (update monthly)
- Complete paperwork when workplace injuries occur and conduct investigations to determine how to prevent future occurrences.
- Take employee to Concentra for on-the-job injury care if he/she cannot drive.
- Review and update Safety Policies annually.

- May testify at Workers’ Compensation or District Court on behalf of MTTA.
- In cooperation with department managers, implements programs to improve overall safety.
- Accountable Executive for the PTASP.
Training:
- Develop, present, and administer the training program for new safety-sensitive employees. Classroom and driving skills training is given to all MTTA’s Operators. Separate training is specifically designed for Maintenance personnel.
- Provide safety training to employees, when necessary.
- Design, plan, and coordinate annual in-service training.
- Create/coordinate training videos.
Security:
26. Oversee the creation of security manuals, documents, and records.
27. Perform periodic and random security inspections and oversee security reports as necessary.
28. Oversee the investigation of security incidents (theft, vandalism, etc.) involving MetroLink Tulsa personnel and/or equipment.
29. Oversee training for security officers with outside sources to keep current.
30. Oversee security assignments, schedules and setting priorities.
31. Serves as a back-up to staff.
32. Assists when there is a manpower shortage or with other supervisory duties.
33. Must be flexible and dependable, and available to work weekends and after hours.
34. Must report to work on a regular and timely basis.
35. Perform other incidental duties as may be assigned.
36. Fill in as a trainer when needed.
Requirements:
Knowledge - Bachelor’s degree required in work-related areas. Experience may be considered in lieu of advanced education. Working knowledge of local, state, and federal safety regulations is required. Excellent oral and written communication skills are required. Excellent computer skills required. Must have excellent customer service skills. Must be proactive in identifying training and/or quality control needs and have the knowledge and ability to initiate a resolution. Knowledge of Microsoft Word, Excel, and PowerPoint is preferred. Three (3) to five (5) years’ relevant experience in the field of safety and training for a transit agency is preferred. Class A or B commercial driver’s license (CDL) with passenger and air brake endorsements is required. Third-party CDL examiners license or must obtain one within 1 year is required.
Mental Effort - Requires ability to handle numerous activities at one time. Ability to understand and interpret local, state, and federal regulations is essential. Must have the ability to interact in a positive manner with all MTTA personnel and the public.
Physical - Must be able to pass a DOT physical examination and perform various physical activities that include walking, standing, kneeling, and bending with no impairment in movement of head and eyes. However, there are some extended periods of sitting during a normal workday. Requires ability to withstand exposure to negative surroundings such as uncomfortable weather conditions, dust, and engine fumes. May be required to lift or push 50 pounds. Requires ability to perform hand-over-hand method of steering vehicles and be able to grip a steering wheel.
Audible/Visual Demands - Requires ability to hear telephone and directions given; visually perform essential functions for satisfactory job performance including the operation of Tulsa Transit vehicles. Ability to view visual display terminal for extended periods.
Miscellaneous - Must be willing to work evenings and weekends and travel to meetings when necessary. Must be safety conscious and avoid accidents if possible.
